Seriously. While I was away from my computer earlier today, one of my kids came in and messed with the settings. I don't know what else he did, but I do know that he set the User Interface Scaling to the maximum. The result is that the power tray and mini-map gobble up half of the screen, with the Chat and Alerts windows eating up much of what's left.
But the real problem kicks in when I open the Options window. The good news: the slider for adjusting the UI Scaling is right there in the center of the screen, and I can easily slide it back to where I want it. But the change doesn't take place until I hit the OK or Apply buttons; and at 200%, none of the buttons on the Options dialog are on the screen. That includes the "Reset to Default" button, as well as all of the tabs. As well, all four borders of the dialog box are off-screen too, so I can't move it around to try to bring any of the buttons into view.
Keybinds and chat window commands don't help, either: I found the commands that do what I need done, but when I use them, I'm informed that I've entered an "unknown command". That is, when I say "/uiscale", it tells me that I need to supply a parameter; when I give it a parameter, it tells me that the command doesn't exist. How would it know that the command takes a parameter if the command doesn't exist?
And that's not the worst of it. These settings are kept online with PWE, and are attached to my account rather than stored locally; as such, reinstalling the game on my computer does nothing to fix the problem: as soon as I enter my username and password, the problem comes right back.
End result: CO is currently unplayable for me; and will remain so until an act of divine intervention occurs (i.e., someone at PWE looks into the issue). Note that I can't submit a ticket in-game, for the same reason why I can't fix the problem myself: the requisite controls are out of reach. Fortunately, PWE's incredible customer service model includes a means of submitting tickets via their website.
This is my last remaining hope. All other means of getting in touch with someone who might be able to help have been dead ends: Live Chat has apparently been down for years, and phone numbers are answered with recorded messages suggesting that I call back when they aren't so busy: not even a "please wait for the next available operator", just "call back later".
Frankly, I'm astounded that such a complete disaster could be brought about by such a trivial act. You'd think that if UI scaling can have such a devastating effect on the game if scaled up too much, they'd cap it at a level below the point where it becomes an intractable problem.
Launch the game in "safe mode" and set the options back to where you want it.
From the 1st launcher window, click 'options' in the upper right, then click the 'safe mode' check box, then ok, then launch the game.

If you can make it in-game to where you can type, you could also trying using /GenJailReset, which should reset the sizes and positions of all UI elements.
Thank you for the feedback. This has been a learning experience; and not just in the "don't do that again" sense (suffice it to say that my computer's "afk security" has been beefed up). I now know many things about the game that I was ignorant of before, and will be applying the lessons learned to enrich my gaming experience.
The problem has been resolved, and the solution is every bit as simple, and unintuitive, as the problem: I put the game in windowed mode, then adjusted the width of the window until it was tall and narrow. Since the game adjusts the display based on width and maintains the same aspect ratio for its contents, this brought the bottom of the Options window into view, along with the "OK" button. Once I could get to that button, the Gordian Knot was cut.
Once again, thank you to everyone who posted suggestions, both here and in the in-game chat; they helped immensely.
