At first, I was getting disconnected constantly, and now I can't even bring up the launcher. Everything else on my computer works fine, so is there something wrong with the servers?
Last night I waited 3-5 minutes for the launcher and it finally connected. Had frequent disconnects while trying to play. After 4 disconnects, I exited.
Have't tried yet this morning.

Starting doing the same exact thing to me last night. First I was getting fequent, random disconnects. Then after attempting to log back in, I'd get timed out. In the event that I even reached the character select screen, I got stuck at the loading screen before entering the game and have to completely close out of the game.
Trying today, I can't even get the launcher to load propoerly so I can't log in at all.
Same problem here. Been having it since the last patch. Thought it was my DSL line (which is having problems of its own) but having trouble connecting from other locations too.
I've opened a ticket with PWE on this this morning:
#130313-000130
I've also just updated it with a reference to this thread.
Question: Who is your ISP?
I'm on AT&T DSL.
Also, for those of you on windows try the following:
Close out of everything.
Open up a command prompt.
Run " ipconfig /flushdns " (without the quote marks)
Then try connecting again and see if that helps.
ADDENDUM!
Note: Just remoted into my machine at home and did this. It seems to have cleared up the problem.
I was stuck in an Alert Mission, and hadn't figured a way out( didn't know about crime computer leave option at the time ).
So i typed /quit which closed my game (almost looked as if it crashed). After that happened I could no longer get launcher to work properly, or if i did connect got "server not responding" until ultimately nothing was working with launcher.
This was also an issue with the Neverwinter launcher too, but it wasn't an issue til that moment I /quit out.
Apparently the "run as admin" option made it work fine now, and currently is patching up...

It's been a long time since I've had a launcher connecting issue like this.
