After picking my character and going to the Millenium City loading screen, the blue bar reaches around roughly 80% before hanging up.
I've tried reinstalling, verifying my cache, and even forcing the patching. :mad:
It keeps saying on steam that when I try to validate the files that it keeps failing to verify 12 files. I don't know what these 12 files are but this is very frustrating.

What do I do?! Is the steam version broken?

Take note of the files it's failing to verify.
Assuming you're on a 64-bit machine. If not, remove the (x86) from the paths I give you.
Try going into:
C:\Program Files (x86)\Steam\steamapps\common\Champions Online\Champions Online\Live\
Find the files that are having the problem and nuke (delete) them. This will force them to be redownloaded.
See if that helps.
Also, on the CO launcher, click on Options in the upper menu. Check "Force Verify".
Also, if you want to avoid staged uploads of content (which is how CO NORMALLY does things), also check "Disable On Demand Patching". This will force the client to download ALL the content for CO in one fell swoop.
Now, if you STILL have this problem, you may, possibly, have hardware problems (bad memory, flaky CPU or a hard drive that's developing bad sectors).
The last is actually one of the easier ones to work around.
Note: This can take a while. What it'll do is error-check the disk and mark any bad sectors as unusable so that the filesystem won't use them anymore and that'll prevent data from being written there and corrupted.
A couple bad sectors? Not a big deal.
A couple hundred? Not good. Think about getting a new hard drive.
A couple thousand? Get a new drive. PERIOD!

Even if I force verify it still gets stuck on the loading screen as if something's missing or broken.
Also the game HAD managed to get past the loading screen like twice, but the game is broken and bugged due to the missing ifles, you can't jump, ability names are these weird bits of script code.
I've tried installing it off steam and it still ends up screwing up.
I bought this game on launch! This is right ******n awful! I had so much fun playing and now the game won't even properly install for me.
Nuke the following directories if they exist:
1: .patch
2: cache
3: piggs
4: prepatch
This will force a complete redownload.

I have a nasty suspicion that your drive may be going bad.

Is there a way to find out what files are missing? The game still RUNS without them. I can literally if I wait long enoguh, get into a broken version of the game. All my abilities don't work, flight doesn't work, and it boomerangs me back to the helicopter pad if I try to walk far. I can see the chat log perfectly fine and the ren center buildings in front of me across from the helicopter pad.
Man what do I do for an official Cryptic team evaluation here? This makes no sense! I wouldn't know what to tell them.

It says my ticket for CO is set as a Jade Dynasty ticket!
I more or less have done this SEVERAL times. Unless there's some broken cached files lying around, which I wouldn't know how to clean up.
I think Perfect World's amazing patching protocols has effectively locked me out of the game. I really liked this game too.
I've seen other people have this exact issue on the forums, I wish I knew how they got around it. (if they ever did and didn't just give up )
First. Is this a Windows Vista/Win7/Win8 machine?
If so, try turning OFF user account control.
Control Panel --> User Accounts and Family Safety --> User Accounts
Then try the uninstall/reinstall process again.
