There's one thing that really bugs me when it comes to removing powers.
Let's say you have a hero that you've customised really good, but there's one or two powers that don't work out for you and you want to remove them, but keep everything else. The only way for you to do that now is to either use a Retcon token or spend Resources to remove the latest powers you got until you get to the power you really don't want and then re-purchasing the powers you just had to remove. And not only that, but you have to remove every upgrade of each power as if the upgrades themselves were separate powers, which they clearly shouldn't be regarded as.
Why not let you pick from your power list and remove the power, plus all its upgrades at the same time, instead of doing it in the current round about way? Why would that be so difficult to let players do?
And why are upgrades viewed as separate powers? If Iceman from X-Men learned how to turn his original snowballs into iceshards then that is an evolution of his original power, not a whole new power, is it?
So I suggest you implement this idea. Let players choose freely among their powers (along with every upgrade and everything else connected to that power) which one to remove at a Resource cost and let them use those power points for some new power and upgrades.
Also, why no Telekinetic Flight? It should be one of the most obvious Travel Powers as it is a common one in comicbooks. I propose two versions of it:
1) A classic sphere (like Magneto does it) with your hero either has his/her arms outstretched or crossed while 'standing up' inside the sphere.
2) A telekinetic field, wrapped around your hero like a bodyglove, that leaves a short trail of residual telekinetic energy behind them as they fly in the classic pose of the plain, normal Flight Travel Power.
A: I think the Retcon system is fine. Would it make it easier to be able to remove one power from your list? Yes. It would actually make it much too easy. There's also the fact that the way power tiers work is you have to have a power from the same framework. If you can remove an old power without removing the new ones which are likely from higher tiers, you could ultimately build a character with many more high tier powers than you should be able to. No, retcons are fine the way they are.
As for Telekinetic flight? I think that's be a nice idea, but honestly there are SO MANY flight variants already I'd rather them make up a new travel power or make new variants for superjump or something. Give me leaping with the lightspeed trail, or the rainbow trail for instance. Give me something new for swinging that is actually customizable. Vine, Chain, and Energy are all color locked.
OR instead of working on MORE travel powers, which honestly we don't need (unless it's something brand new and is not a reskin) give us some new powersets, or even a new zone. Time they spend putting stuff like this in could be spent putting stuff like This in. You know?

I see what you're saying about retconning powers, but it's a major pain in the **** the way it is now. It would be easy to avoid keeping higher level powers when removing a lower level power by simply implementing a warning system that lets you know that "If you remove this power, you must also remove these higher level powers or switch it with another power from the same set and the same level in order to keep the higher level powers". I'd much rather have to deal with that than spending god knows mow many Resources on removing first all the upgrades you've gotten after you bought the power you don't want anymore and all the additional powers after that too. Crate a manageble menu that easily shows you what you have and which powers that you could pick as a replacement power to keep your higher level powers.
Being forced to use a Retcon token, which isn't all that easy to come by of you're limited to playing Silver or simply can't afford to buy one in the C-Store, is silly. Not to mention it always takes you a long **** time to redo every power, upgrade, stat and characteristics from the beginning again.
As for Travel Powers. Yes, there are alot of flying powers, but I think they're all fine and that there should be a few more. some of them are silly, like the Flag trail or the Rainbow trail, but if people like them they should be able to have them. Variety in powers is always good for a game like this that focuses on customisation. I say bring on more of them in every category and create new categories. I would like a teleportation that doesn't work the way it does now. You just turn into a glowing ball and float a little stretch and then you're forced to re-emerge. That's not really how teleportation works. I'd rather have it work like this: You click you Teleportation power and a controllable sphere appears and you can place this anywhere in sight and when you decide on a spot, you click the Travel power button again and your Hero disappears, moves to the chosen spot very fast, and re-emerges. Or you bring up the map and click on a spot and instantly teleport there (depening of course on if you've already been there and what level your teleportation power is at; higher level: longer teleport).
A new zone would be very welcome. And new powersets too. There are several sets I could think of that is not available at all. There's no Terraforming Power (control of plants and the immediate terrain) nor is there any Hydrokinesis (control of water). And the telepathy that is available leaves much to be desired. Also, why have Force as a power when Telekinesis is exactly the same power, but with more creative opportunites to it (but for some reason the one move that everyone thinks of when they think about what you can do with telekinesis, which is grip something and throw it away, isn't an available move)?

They're not fine they're a little unwieldy, but they work fine because then even if ...

You're still losing all those powers if you want to change and don't know what you want (yet.)
The best solution, it seems to me, is to have the retcon system "remember" (in a separate window perhaps) what powers and modifiers you had previous to the retcon, so that re-purchasing powers is a lot easier. Or make the list copy-and-pasteable so you can just have it on a notepad without having to hand-write or hand-type other powers. I know sometimes if I have a "deep" respec, I forget exactly what I had and in what order afterwards. The order doesn't really matter (not like in CoH where sidekicking and certain zones would clip you down level-wise including level benefits) but still, it's annoying when it doesn't seem to come back "just right."
Maybe some new interface where you can click the power(s) you want to get rid of and they (and all the powers after them) move into a new window and, when you select the new power for a specific slot, you can just click to re-move all the ones "on top" of them back over would be good (though that's actually kind of acro's idea so ...) like I think acro is suggesting.
One more thing; more travel power skins are good, esp. for neglected leaping powers but don't talk about how teleport works.
it works however the devs want it to work since it isn't a 'real' mode of transportation and definitions rarely (if ever) include (nigh-)instantaneous transmission as mandatory.
I like the teleport mechanic as-is but instituting a CoH teleport mechanic wouldn't be bad either, they're both good Teleport systems, IMO, and the game could use more customization. Now if they could just institute Teleportation: Useable Against Others which also locked out travel powers for opponents, then yeah, awesome ^_^
