This is how you do it!
(and do it with style!).
No more excuses please, those previous ones that ran along the lines of and from past enviromental artists saying you cannot make the night-time too dark because players cannot see what they are doing and weather would be technically too resource hungry.
If this MMO can pull it of well enough then so could Champions-Online.
I feel like our night time in here in Millennium City is a bit of a joke atmospheric-wise and feels very dated compared to the linked video and hope you guys do better when
(if) you were to attempt another urban zone.

To create a dark atmosphere, it takes more than just a lack of light. :rolleyes:
There are several dark areas, and areas with weather. Canada, in particular, has snow and mist, and several areas have a very dark atmosphere. Monster Island has a similar range of lighting and it rains occasionally.
Millennium City appears to be in California, so it's not surprising it doesn't rain a whole lot there. Though there should be a fog rolling off the bay every once in a while.
Detroit actually.
And I second the wish for more dark zones. Vibora Bay pulls it off fairly well, I don't know why they couldn't go more urban with that sort of environment.
That body of water to the south, with the Qularr mothership, is the Detroit River (and why do so many people in MC refuse to believe in aliens, when there's a frakking alien spaceship in the middle of the river??). The city on the other side is Windsor, Ontario. If I read the map right, RenCen is just about where the Wayne State University campus is in the real world.

Also the Farmington Hills ridge is way too high in the distance, it really does not look like much more than high trees on the horizon even when you are high enough to see it over the trees and buildings of the local area. Certainly not like high hills or low worn mountains like the game shows. Driving over the "ridge" (it is usually called a watershed instead of a ridge because it is so low) it is hard to see that there is even an elevation there because the grade is so shallow.
The old pre-riots 'Chinatown' area near the Cass corridor was never very big or noticeable and what there was of it was mostly abandoned and lost is character long ago and is just another tract of land and mostly rundown buildings nowadays, or at least it was about ten years ago when I passed through it last. Most of the once plentiful whatever town areas in Detroit have blended in like that, about the only ones you hear about nowadays are Greektown because of the casino and Poletown. Others like Germantown are never mentioned any more (the only reason I know about it is that my mother came from that neighborhood back when many there did not even speak English) and are either abandoned by their original ethnic groups or abandoned altogether like Germantown.
The open LA or New York style sewer system is also an error; Detroit and the surrounding area have closed sewer and storm drain systems with round concrete pipes and overflow tanks under buildings and concrete sheds scattered around. Southeast lower Michigan is too low and marshy to support an open system like that, or even subways for that matter which is why there were the famous streetcars prior to the 1950's instead.
Really though the overall effect is not much worse than Hollywood depictions of Detroit, and it is even better than some of them. While weather and a full day/night cycle would be nice I have to wonder what impact that would make on a very busy, highly populated sim.
