So I'm closing in on lvl 40, currently level 36 and I like my character but I feel like he could be so much better if I had the knowledge of the game and wasn't still a noob xD so here I am seeking some help. Below is my current build, it's probably pretty bad which is why I'm seeking help because I want to make it better.

...Here are some things that I'm looking for or want in my build, or just general questions I have:
1) Looking for high dex/crit ratio
2) Which is better for overall survivability? Defense or Dodge/Avoidance?
3) What passives and actives shoild I be taking to have the best possible def or dodge/avoid build?
4) I definitely want dex as my primary, but what should I take as my two secondaries? Strength/Ego? Con/Recovery? Or?
5) Is sneak/stealth w/ assassin strike a good combo or should I drop them and take something else?
6) What gear should I look into investing in to better my build?
7) What other two specialization trees would you recommend?
8) I prefer PvE simply because I'm still new, but I would like to be able to hold my own in a PvP fight because of fights caused through RP. I don't RP fights.
9) I chose the Specialist as my starter talent. Is that a good choice? What other talents should I take?
...Yeah lots of questions I know, but hey I'm new and just want to learn. Basically I'm looking to play a high dps build based off high crit ratios.

My personal hate for "hybrid" builds aside, you have 2 single target and 6 AoE abilities. That is entirely too much. If you really like the Dual Pistols thing, I have a very good Munitions build in my sig. If you really like the Dual Blades thing, I also have a Dual Blades build in my sig. But if you're still hung up on the Specialist concept...
Two Gun Mojo is better than Blade Tempest, so drop that. Take the Close the Gap advantage if you plan on being in melee range a lot with TGM. Sword Cyclone, Eye of the Storm, or Lead Tempest... pick one, taking all three is a waste. Inexorable Tides isn't needed. Flashfire... Night Warrior does buff all damage, so if this is a theme power then I'd leave it. If not, drop it. Dragon's Wrath is only good, imo, if you're sticking with Melee powers since the Rush buff doesn't affect Ranged power cost. Add an Active Offense, like Ego Surge with Nimble Mind advantage or Lock N' Load.
For your questions:
1) Gear alone will get you high crit rate. DEX boots it a little higher. It suffers from diminishing returns, so it won't that much higher than if you were a Primary EGO/STR build.
2) Both. Get all the Defense you can from Specializations. Then gear for Dodge/Avoidance. At 40, Heroic Breastplate of Agility slotted with Dodge.
3) Quarry for melee or ranged, Way of the Warrior for melee. Night Warrior is good too. But most of your Dodge/Avoid is going to come from gear.
4) CON / INT. INT scales MSA, and CON because having more health is always good. It also scales the Nimble Mind advantage on Ego Surge, which you should add to the build.
5) It is a good opening burst damage. Unless you can get back into stealth during combat, you're only gonna use it once per fight. I think Sleight of Mind adv on Evasive Maneuvers works for this, but I know that the stealth from Sigils of Radiant Sanctuary doesn't. With that said, Quarry is a better passive. If you want to stick with all Melee damage, Way of the Warrior will give you more melee damage and Dodge/Avoidance.
6) At 40:
Heroic Gloves of Precision
Heroic Breastplate of Agility
Heroic Helmet of [whatever]
You get these from Silver Champion Recognition. Once you hit 40 you'll get an invite in the mail to join UNITY, which gives you access to daily missions that give Silver Champ Rec. You can get 18-23 (depending on the missions given) per day from these. Also, the special Alert Daily (Red Winter right now) gives you another 2. So there no need to ever buy these from players.
7) You have good Spec trees, but not so good specs chosen in them.
Dexterity: Gear Utilization 3/3, Combat Training 2/3 or Brush it Off 2/2 (personal preference), Deadly Aim 3/3 (always take 3/3), Expose Weakness 2/2
You don't need the Dodge/Avoidance in DEX spec because you'll get all you need from gear and your passive.
Guardian: Fortified Gear 3/3, Ruthless 2/2, The Best Defense 3/3 (always take this to 3/3), Find the Mark 2/3 or Tenacious 2/2 (depending how much of a focus on Ranged attacks you have)
Vindicator: Aggressive Stance 2/2, Merciless 3/3 (always take to 3/3), Focused Strikes 3/3, Modified Gear 2/2 or Offensive Expertise (depending if you have INT as a SS or not)
8) Things to consider for PvP: A power with Nailed to the Ground advantage (locks out Travel Powers for 5 secs, every Lunge has it, some other powers do too). Ranged builds often don't need it, though it is nice. The Trauma debuff (on Haymaker and Ebon Ruin), reduces healing. Crippling Challenge and Challenging Strikes debuffs to reduce damage dealt. Those two are really only taken by dedicated PvP builds, as they can work against you by pulling aggro in PvE.
9) Talents are really all personal preference. Most people just talent for their Super Stats. I typically choose to talent for what I'd want but don't have as a SS. Like on my builds that use Primary EGO, I talent for as much DEX as I can get. Or PRE on an Infernal build to buff the healing on Devour Essence. For starer talent, I usually use Soldier/Disciple for Ranged characters, and Fist/Master for Melee. Sometimes Glacier or Invincible.
TL;DR - You'd be better off choosing between Melee or Ranged instead of mixing the two. See my sig for some sample builds.
