That looks pretty good, in general! They bumped up all the dual pistols attacks a short while ago, so they hit really hard now. Just a few notes/observations:
- I would highly recommend dropping Avenger for Vindicator. Vindicator does pretty much everything Avenger does, just better. If you do keep Avenger, you need to max Relentless Assault (one of its only good specs, IMO), and either drop Offensive Expertise or pick up an Active Offense. As it stands now, that's a wasted spec point.
But I'd mainly just say, switch to Vindicator. You can get +15% Crit severity, some +Crit chance, and, perhaps most importantly, you can pick up Aggressive Stance: +20% of your Offense gets added to your Defense. Since you've got Guardian and its Best Defense spec, you'll make a nice little feedback loop that will boost your Offense and Defense into tasty ranges.
- As mentioned above, you don't have an Active Offense. Might want to try to fit one in somewhere, for a damage boost as well as a Hold breaker when needed. Lock 'n Load would be thematic, Ego Surge would be really effective. I'd drop Resurgence or Strafing Run, personally, but that's me.
- Not saying you shouldn't take it, since I don't know what your intended use for it is, but be advised with the Sleight of Mind advantage on Evasive Manuevers: if you use it mid-fight, while soloing, and the Stealth mode hits (50% chance), you'll lose all threat (yay), but all your enemies' health will be reset (crap). That can be frustrating, especially against big bosses. I always just prefer ranking it up, to get the extra Dodge chance.
- Just a few quibbles with advantage points: I wouldn't bother ranking up BCR (definitely take RR, but you don't need R2), Resurgence, or taking the advantage on Masterful Dodge (have always found the actual bonus underwhelming). Use those to rank up your Munitions Bots, Strafing Run, Bullet Beatdown, etc.
If you leave it as is, you'll have a decent build already, plenty to go kill with, but I think those could help out.
You don't have a toggle form. I would squeeze in Concentration somewhere.
Also, a quick note on Evasive Maneuvers:
Purchase that Rank 2 as your very last power pick. That way, you can cheaply retcon into Sleight of Mind whenever you team up for difficult content.

Completely missed that. Second-ing this advice.
Also, you probably dont need accelerated metabolism for the energy builder. TGM should proc crits and energy return sufficiently.
Lastly, I found Lead Tempest and Bullet Beatdown redundant. I like Lead Tempest with Tread Softly for the def buff in Ranged Damage mode with Quarry.
