Not really an issue with my pc but with PW site.

I wasn't sure where to really put this but.
Perfect World's Support area refuses to load up on any of my computers in the house nor at my friends house or at the library. How am I supposed to get in touch with them about issues? Yeah I can send in a ticket in game but how am I supposed to check it if it got updated or not if the Personal Support site is down or gone or something.
I have three computers in this house, I tried Internet,Firefox and Chrome on all three of them, I tried Firefox and Chrome at my friends house and Internet at the Library and none of them can get through to the PW Support area.
What's going on and why can I not check on my tickets?

Congent could be the issue. If it is congent, then there is currently no solution for it.
It would be best to try to access the site using a different connection and see if you are able to.

I had no idea what "Congent" even was, until later on I realized he was trying to say it was the "cogent" server that was an issue.
Lovely tech support team we have here.
EDIT: I should note that this occurred in October, when I was suffering both the launcher bug and total inability to access my account information all at once. I couldn't even cancel my payments for time lost.
