Since the trade channel is player-made, it is not an official part of the gameplay experience. Since zone chat is, by definition, a zone-wide way of getting your message to all those in said zone, it makes perfect sense to use it for that purpose. As has been pointed out by the devs in the past, the 'report spam' feature is strictly for reporting RMTs.
The failing is not in the feature itself, (though I dislike it), but in the lack of enforcement and repercussions for abusing/exploiting it. Frankly, those who use it for anything other than its intended purpose should receive a message stating what it is supposed to be used for, then they themselves should receive a 24 hr ban from the game for a second violation, a 1-week ban for a 3rd, then a permanent one if they continue to abuse it.
If the cause of the chat ban was due to multiple people ignoring you, then that should be handled differently - just ban the person from zone chat for 24 hrs, instead of a total one.

People have every right to make trade requests in zone chat. There is no official ruling as to what you can and cannot use zone chat for, only the backseat mods (like you) impose their perceived restrictions onto others.

If it does not, then it is a completely unnecessary piece of code, since the normal ignore feature does the same exact thing.

Unfortunately, since this system is used throughout all Cryptic games, and changing it in one game will affect all the others, Cryptic has been pretty adamant about leaving the system in place, unmodified.
