Since the trade channel is player-made, it is not an official part of the gameplay experience. Since zone chat is, by definition, a zone-wide way of getting your message to all those in said zone, it makes perfect sense to use it for that purpose. As has been pointed out by the devs in the past, the 'report spam' feature is strictly for reporting RMTs.
The failing is not in the feature itself, (though I dislike it), but in the lack of enforcement and repercussions for abusing/exploiting it. Frankly, those who use it for anything other than its intended purpose should receive a message stating what it is supposed to be used for, then they themselves should receive a 24 hr ban from the game for a second violation, a 1-week ban for a 3rd, then a permanent one if they continue to abuse it.
If the cause of the chat ban was due to multiple people ignoring you, then that should be handled differently - just ban the person from zone chat for 24 hrs, instead of a total one.

People have every right to make trade requests in zone chat. There is no official ruling as to what you can and cannot use zone chat for, only the backseat mods (like you) impose their perceived restrictions onto others.
It's like I'm really on the EVE forums.
That said, I've seen members of Goonsquads with more tact than this.

Yes, it would... but if these people used the "Flag as Spammer" tool, a tool meant for use to prevent RMT advertising, then THOSE people are in the wrong as well (there's no way I will excuse what Caliga did, whatever it was... if it was worth people ignoring him, he deserved to be chat banned)... as long as they used the RIGHT tool, the normal "Ignore Player" option, and not the "Flag as Spammer" tool, which it seems was the one that was used according to the screenshot in the OP (unless that is just the generic canned response from the game, no matter which option was used).

B, Both Ignore an Report Spam do the same thing in giving you demerits up to your chat ban. It's been rumored that the latter gives you more, but I've no verification on that one.

Sarcasm does not come off well in a written medium such as a forum post without some sort of visual indicator (like having this at the end of the comment:
If the Spammer option does give more demerits towards chat banning than the standard ignore, then it can be exploited to chat ban people for items that do not fall under the proper use it is intended for (RMT sellers), such as the earlier poster complaining about Zone being used for sale and trade announcements. If it does not, then it is a completely unnecessary piece of code, since the normal ignore feature does the same exact thing.
The truth is that we will never know which system (normal ignore or Spammer ignore) was used in this chat ban unless those who ignored Caliga come here and state which one they used. However, this post did bring up an interesting discussion point about the system in question, a point which should be looked into in more depth.
The big question becomes: If the "Ignore as Spammer" function holds more punitive weight when it comes to chat bans than the standard ignore function, how can the system be modified to prevent this from being exploited by players who could use it to chat ban anyone using Zone chat in ways they personally deem inappropriate, such as trade/sale offers or costume contest advertisements, even though they are not being "spammed" at a fast rate or against the ToS or the EULA for this game?

I'm not 100% certain, but I think that's the message you get any time you get chat banned, for whatever reason (auto-ban for spamming in chat, Report Spam, and Ignore).
It wasn't really sarcasm, just used the quotes to signify that I don't believe that the system is good, but still, its intended use worked.
Caliga was being pretty obnoxious last night (I was there, and I was also being obnoxious) so I could imagine that plenty of people put us both on ignore, at the very least. Sure, some Report Spam was probably sprinkled in by the uninformed and/or people purposely using it to chat ban us quicker.
Right. But at the very least, what you can do is file a ticket and tell them to look into who used the Report Spam function improperly (since you weren't advertising real money trade). You may have only been ignored, but just assume that you weren't, and hopefully Customer Service does something about it. Either way you'll never learn the fate of the abuser.
Unfortunately, since this system is used throughout all Cryptic games, and changing it in one game will affect all the others, Cryptic has been pretty adamant about leaving the system in place, unmodified.
