Hi. Currently trying for a sort of Iron Man/Batman hybrid, a stalker of the night in power armor who uses electricity instead of energy beams. Open up with Orbital Cannon/Strafing Run from Stealth, follow up with Ball Lightning and Shadow Strike/Thunderstrike to whoop **** on the survivors. Smoke Bomb if things go awry, so I can retreat.
I'm currently at a point where I'm not sure what other powers/advantages/specs to take, and/or what to gear for.
Champions Builder doesn't work on my comp, so here's a Notepad write-up. Sorry.

I'd appreciate any feedback on this.

A nice self-heal, protection. Looks like you have a nice set of attack powers, but it doesn't look you last long.

    Conviction or Bionic Shielding.

As you have ranged build, Concentration would be a nice form. Don't take IDF. Its weak. No good for anyone but maybe support/pet master build.

Standard (currently) active defense is Masterful dodge. Its good for when you are in big trouble, but also to start a fight. Thing is that you need good protection at the start of a fight, when there are still large number of bad guys around. This bad guys may be weak, but there lots of them.

As you have CON as super stat, Resurgence would also be nice. Its a big heal that scales of CON.

On Electric Sheathe i'd take Matter-Energy Union adv. Gives you a nice protective bubble

Concentration looks interesting--I didn't know it scaled off Intelligence as well. Resurgence also looks very good, I'll definitely nab the both of those up.
Bionic Shielding and Conviction worry me, though--since I don't have Pre as a superstat, Bionic Shielding's healing doesn't look like it'd do too much, and Conviction...well, the health goes away as soon as I take damage? That's more useful for heals going off HP, isn't it, than someone who's in the fray?

One thing I'm curious about is, I've been noticing in harsher/longer fights, I don't quite have an opportunity to sneak and Shadow Strike as often. This is especially prominent in Alerts, with all the dudes and their AoEs, or the Nemesis Alerts with Pestilence.
What would you think of an alternate build using Invulnerability as a passive, and swapping between the two depending upon whether it's a straight up brawl or not? Or am I simply using Smoke Grenade wrong and those situations can be stealthed through anyway?

    Thanks for the input.

Only the 15% maximum HP goes away. The healing is healing like any other.

Conviction and Bountiful Chi Resurgence are probably the most popular self-heals in the game (and for good reason).
