the gear is supposed to be bind to account, scaleable gear, usuable by any of your characters.
1. It is level restricted to whatever level won it. eg. mine is L35, so you have to be level 35 to use it.
2. stats don't scale.

Put them on, open Q boxes, then take them off
And that's the only use for them. They're complete and total trash otherwise, even if they did scale to your level.
Give me Nemesis gear any day of the week instead.

Wow, the Finkle Foundry loot is absolute and utter trash. Not only are the costume bits BoP (because Cryptic never learned), but the equipment is complete bunk.
If only the people on PTS had a chance to test out the mission and say it was a waste of time. Oh, wait, that's right, PTS BROKE and the Winter Event was up FOR LESS THAN ONE DAY.
