First off gonna point out we have power set without a passive in it wtf is this bull**** sorry for cursen but this isnt acceptable.
The gun power set needs a passive and no not a passive in other sets but a new one for this set.
Form toggals why does force get one but fire/ice/elec/storm dont have one? Concentration isnt and shouldent be only ranged form toggal to use for ice power set. Please create a form toggal for ice set.
Also Energy issues i dont use int builds so i cant use MSA for unlimited energy why does ice not have a energy return from a innate passive? here is idea
Frozen State-grants energy when you apply chill to your target scales with dex(orginal dmg for ice passive scaled only on dex so i figured this would be proper stat for it. Also atm there arent any innate passives scalen on dex that i can recall only the MA form and thats not a innate passive.
Moving on MArtial arts has two problems one the Tier four dragons attack sucks ball sacks because it does no friggen dmg even with 8 focus stacks its WORTHLESS. Really devs make it stronger would give MA advatage in combat if it was good. Also give MA a energy return innate passive maybe when you crit witrh a melee MA power u gain energy or something like that the set cant use MSA with form toggal only give us better options.
Now just to make this game better take a year to create new powers in each set give each set what it lacks. For example MA lacks range maybe give it some kinda FOrce Cascade type power that counts for brawler role but 25ft only range Basicly all super natural martial arts movies have chi attacks with energy make this possible.
As for range elmental sets give them some melee attacks Ice sword would be sick or maybe even Ice prisim a attack that stops foes in tracks with intrupt and makes you untargetable for 5 seconds because target is frozen in this prison of ice just idea but please devs we need more stuff to happen for PVE and PVP id love to make a Ice melee build why cant you be like COH and have melee and ranged ice attacks its not hard to make a good game with powers only hard part is to not make something to OP with no counters.
Currently atm pvp is all about Dodge/avo this is geting really dumb making people with 6k hp nearly unkillable with ice blast with 94% dodge. We could use another way to counter dodge/avo but nothing to destroy it only minor counters. Shadow bolt is great counter but why is it only power t minus dodge? Bad idea to have only one power so fix it already!

About Force, the toggle for force is a defensive one which adds no damage and doesnt even have any stacks, it works well with PFF, even better with any other out of set passive.

Like i don't like gadgeteer's passive : medical nanites, but i am not forced to take it.
Brick, force, any MA and the sorcery sets don't have their own energy unlocks, but you have to compromise and "sacrifice" one of your SS if you want to take an energy unlock.
If you keep being picky/stubborn of not doing that, then of course you will run out of energy faster

People have been asking for a munitions passive since launch. If you're freeform, there are many viable options, (quarry, kinetic manipulation). I have a level 40 ice character, and frost breath w/ adv + shatter is pretty good for energy. And if you're using any of ice's maintains, like frost breath, snow storm, or avalanche, you can also take overdrive.
All the "form" powers were updated to provide bonus damage to both melee and ranged attacks.
The secondary energy unlocks, in general, don't return energy based upon what passive you're using - they return energy based upon some mechanic - such as attacking a feared target with dimensional damage, or when you afflict an enemy with clinging flames. What I think you're asking for is a secondary energy unlock which grants energy when you afflict an enemy with chill or hit an enemy affected by chill with a cold attack. I'm not against that idea, but the devs decided to go a different route and make ice's mechanic more hands-on, since you have to use shatter to get that effect.
You can also take the kickback spec from end, take advantage of ice's other crit-based effects and use form of the tempest, or otherwise stat around your energy needs.
Heck, taking a support passive, and playing in the support role, greatly helps with energy issues. You can also choose gear that help with energy and/or also take the spec that provides energy on kill.
On another note, you really aren't going to foster very much support with the way you are going about asking for improvements...

It's one thing just saying that every power set needs their own (or at least shared for the power group) slotted and/or innate passive, it's something completely different coming up with actual mechanics behind them that would justify the resources used in creating them.
If you want to be taken seriously then at least come up with a suggestion on how it could work, at least for the powers that you specifically mention to be needed.

I have two munitions based toons, a cowgirl who uses dual pistol attacks and a shotgun who's passive is either Quarry (For dishing out damage) or Lightning Reflexes (For when I want to play it safer). In both cases she's a dodge based character who likes to kill things fast with good crits and high damage.
My other big munitions character is based off of Duke Nukem (Complete with a rotating chat bind of over 100 one liners. No, I am not joking. And another bind of 30 win quotes) who uses a single pistol as well as full auto weapons and he uses Targeting Computer for damage and Invulnerability when I want to play it safe. In this case the focus in on higher crits and good damage.
You could also focus a build around Bullet Beatdown, mixing Unarmed and Munition attacks, in which case you'd have to choose to pick either A) a defensive passive a melee based passive or C) a ranged based passive. The same goes for your toggles, do you focus on making your ranged attacks better or your melee attacks?
And what about the Solider AT? Or the Specialist? Both use Munition attacks, what passives do they use? Targeting Computer for the former and Lighting Reflexes for the latter.
The reason Munitions doesn't have it's own passive is simple. It doesn't NEED it. There are enough choices for anyone to pick from Freeform.
Now I also sometimes wish for more Energy Unlocks, but I'm usually not so starved for energy that I need them. And if my toon is running Defiance, well, an Unlock is almost pointless.
All in all... The power sets are pretty fine as they are. I'd rather see some new sets, like Staff Weapons or Water Blasts or Plant Attacks.

Every week you have some new rant on a system or something that you seem to just be learning the basis behind and declaring it some manner of unacceptable.
In this case take a step back and think to yourself "what does the set need to function?" not, "what does every other set have that this one doesn't?" Each set, and more importantly, each power has something they're meant for. We already have the basics covered - dodge, invuln, shield, healing, and now stealth. On top of that we also have some conceptual passives like determination (Defiance), keeping your character off balance (WotW/Unbreak), element of surprise/accrobatics (Quarry), and mechanical assistance (Targeting Computer).
Just because a power is "missing" from a set doesn't mean it's not complete. The sets do not all play the same; they are not cookie cutter copies of each other. Don't get me wrong, I'm all about more powers, and asking for gap-filling is great, but the way you keep going about these posts is incredibly frustrating.
So here's the question - what power, conceptually and mechanically, would you create to fill in whatever hole is in munitions? That isn't a redundant form of a different power?
Also, you're using Shatter... not well, because it's quite good. I forget how I built it, because it was on advice of someone who new Ice better than me (which isn't hard to do since I don't know it very well at all), but I can tell you I was quite impressed by nearly unlimited energy and obscene damage on an Ice character between Shatter and Avalanche.
I don't necessarily disagree with the arguments here, but I feel certain equivalents aren't there or exist in it's own individual uniqueness in other frameworks due to redundancy.
Okay, There already is a Munitions Passive in the Game, its just not available to the Players outside of a Become Device. Its on the Become Toy Soldier. Its called Munitions Expert. Which essentially its the same thing as Quarry. Only its a Munitions Power...should they unlock it for the Players, Sure, and while they're at it they can unlock the Vibro-Sword skins for the Laser Sword from the Cyber Ninja devices....now that would be :cool:
What I would do to Munitions Expert is add an advantage that would cause your Critical Chance/Severity to increase based on stacks of Concentration...
you could always quit the game .... again
although you appear to learning some, although im sure the Devs have dismissed you for someone that has pointless posts already
the boundaries between power sets does not exist except in your mind.
just pay attention to damage types and power tags.

If it's the same thing as Quarry... then just pick Quarry. IMO, we do not need to duplicate existing passives just so every powerset has a passive.
Duplicating powers orly for the sake of having complete powersets would made any sense only if CO had a CoX-like system of archetypes, or any real kind of tiered power choice benefitting player for staying within one or two powersets.
As it is with CO mechanic there is no need for it - archetypes have next to none power selection including passives and freeforms can have every possible passive.

I will wholeheartedly agree that it would be nice to be able to choose different weapon skins for the Laser Sword powers.
