Sorta returning player. Was sorely disappointed to learn a major content update which includes vehicles was pay to play only. So..to experience Tanks, hover vehicles and other awesomeness. I have to buy Zpoints? there is ZERO way for a free to play player to earn them?

The only way I know of is to farm Questionite and buy Z-points that way, or sub and buy keys with the 500 free z-points and either buy one outright or try you hand at lockboxes-either getting one in a box or saving enough drifter salvage to get one that way.
thanks for the Info. As for that...that is utterly retarded...don't go advertising some big change to a free to play game. that isn't free. fricken PWE

As stated, only way to get anything from C-Store via the freebie route is grind questionite. On a side-note, I wouldn't recommend vehicles, or at least, don't get your hopes up with them, only thing they have on their good side is basically fastest way to get to point A to point B, other than that, they're just a glorified become device you can mod.
You can also purchase keys in the AH (last quote I saw was 160g each), or even buy vehicles there (there was a Hover Tank, Flintfire I think, for around a thousand globals). You can run the daily from Lt. Patil, and get enough Q to buy anyway a couple of keys that way. Keys don't guarantee you a vehicle, but they're a possibility. You can also keep an eye out for someone who has a vehicle but doesn't want it - rare, but it happens. (Vizzone's Lee Tosi gave one of my toons a Hawkwing, in exchange for the tonsils of everyone I was about to defeat in Zoe Loft's mission. Blackwing currently uses it as a travel power, and sometimes to clear a hot LZ when she gets where she's going.)

There's usually a couple of vehicles on AH, with the cheap ones going for 500-700G. Just be sure you check whether they've been stripped of weapons before you buy.
Do a search of Device, No level range, and either "Hover Tank" or "Hawkwing" and look at the end of the list (use the next page buttons at the bottom of the AH window). Also, don't waste any money on the lockboxes people put up, you'll be buried in them even if all you do is Smashes from 6 to 40. If you do (non-Alert) missions you'll have enough to build a mansion of the things after a few levels.

Figure I would point out that since a free player is limited to 250g (unless this has changed recently), they will never be able to buy those.
You can get the vehicles for free (as others here have stated).
If everything was free how would the company pay their rent, electric bill, etc ?
Free to Play means that the game itself is free and that you are likely to need to buy extras, such as vehicles, through micro-transactions. The fact that Cryptic provides an avenue for earning these extras by playing the game is very generous.

Technically, they are free.. in terms of money.
I feel for you though... coming back after a several month break to find that the only new thing is a few vehicles is really disappointing.

So technically there ARE ways, they just suck.

They can get a subscribed friend to buy it for them then trade it to them. Then pay them back later.
