. . . It's a sensible business tactic. I've lost count of how many people would literally scream "TAKE MY MONEY!" if this set is put up for sale.
It has the only good bird head in the game.
The other one is the vulture. That head is very, very yuck.
New players won't get this set until 900 days in. This means that if they want to play a bird character, they're stuck with the vulture head for roughly the equivalent of 30 months. This defeats the Champions motto of being the hero we want to be. Some of us want to be decent looking bird people. Some of us don't want to wait upwards to thirty months to play a decent looking bird person.
I still have 150ish days to go, and I'd still buy this set. I'd buy this set if I had 30 days left to go, that's how badly I want it, and I know many who feel the same way.
Honestly ever since it was announced to be a vet reward, I am to this day still dumbfounded by this decision. Please give some consideration to offering this set as a cryptic store purchase.
The vets can have it for free, but it's very constricting to make it such a distant veteran reward, especially with the tide of new players coming in.
Give lifetime subscriptions all of the veteran rewards immediately (given that they do this already in STO ...) and then those who want to buy the set can buy a lifetime account to get it now rather than wait for it.

It's not exactly pilfering it from you if you got it for free. If being a decent looking bird person is a badge for a veteran, then I apologize for treading on your toes. Nonetheless I don't see too many veterans taking advantage of being a decent looking bird person, so the badge is wasted in most cases.
If you don't like it, it should at least be accessible to those that will actually put it to some use. Like me, and many others in a situation similar to mine.

For instance, the Avian Warrior chest piece has a wing detail across its front - the "regular" version could *not* have that detail, or could have a much simpler design instead. There's a piece of hip wear which has a bird detail on it - the plain version could have the armor plates w/o that detail. There are many ways that *some* version of the Avian Warrior set could be released without devaluing the vet reward version...

Honestly, as an LTS and long-term vet, I have exactly ZERO problems with players being able to purchase vet items like costume sets.
I look on it like I did for lots of stuff in CoH.
If you're patient, it comes to you in time.
If you're impatient, you pay the "Want it NAO!!!" tax.
Then, long-term players can have their stuff at no additional cost, and those with lots and lots of disposable income can go , get the stuff they want, and enrich Cryptic/PWE.
This way there is no "unobtainable" or "locked" content.
As a LTS since launch, I fully agree that LTS buyers should now get all the Vet Rewards upon purchase. However that would not address what the OP is requesting...
Vet Rewards should be distinctive, but effectively minor. The Hammer Bracers, in my mind, were perfect, as was the Spartan set. The wizard/druid robes were not that special...
But without the Avian set, look at what we have for a bird head. An ugly-**** vulture. How heroic is that? The Avian set is an essential set for anyone who wants to make an even remotely heroic avian character. It's too conceptually required to be locked behind a 900 day Vet Reward...

Temp(ish) powers, and special gear? Yeah. I guess. But, like CoH, the Character Creator is the centerpiece of this game. Locking things out simply because someone hasn't played enough? Bad! BAAAAAD!

I totally agree. They could have eccentric bird heads for a vet reward, but having the only good one at 30 months out is, as I said before, restrictive. I know several friends in CoX who played bird-type characters, and they can't really do that in CO unless they. .
Play with the one bird head available to them, which is ugly, ugly, ugly. The vulture is rarely, if ever, defined as a 'noble' creature, which limits it even further. It's not good looking, and it's not heroic. The only reason it exists as far as I know is because it's used on manimals.

They have to play for 30 months (or buy a LTS if this becomes an option) to play a decent looking bird person, possibly a carry over from CoX. 30 months is a long time. It's almost 3 years of someone's life. We don't have a whole lot of life to spend on waiting for something like that.
Having a basic bird set up for sale and having a more eccentric one on reserve for vets is totally fair in my opinion. The vets who already have the basic set could have them both for free for all I care, just let it be an option to others too, please.

They have the 400 day Nephilim(Revalation Armor) set available for those Silver Champion tokens, so maybe you could implement the Avian set in a similar fashion?
Edit: I just looked and it's not the entire suit, but just a number of pieces. I think the only thing missing is the lower leg armor for beast legs. I could be wrong.
What I didn't like about it was that the Avian set wasn't advertised as a Vet Only reward when they first unveiled it, so it led a lot of people into disappointment later on.
As a 1000 vet, I wouldn't mind if this was available to others. The sad part is, I don't even use it.
How about making a different avian set that CANNOT be purchased by Gold or LTS players? I suggest the Chicken Suit. >:)

On a more serious note: I'm happy to have all the stuff I got with my LTS, and even more happy that they changed it so that I get it all up front. But I still feel that locking cosmetic stuff behind vet rewards is stupid.
Change all the Vet Reward Costumes to tokens that can be redeemed for any cash store costume set, then add the Vet Reward Costumes to the Zen store.

That being said, as Lifer myself, I personally do not have a problem if they sold a similar costume in the C-Store. Selling the exact set from lifetime makes little business sense. Since it would devalue the LTS.
