Help with a strictly PVP build

Hi guys, i was just wondering if anyone would be kind enough to take the time to write me up a killer PVP toon? i don't really have anything to offer you except my gratitude.
I basically want this for JUST pvp, not bothered about PVE, i have another toon for that, so killing killing killing is what i want, i want to be able to kill someone, then brush it off my shoulder and move onto the next
also, i don't wait to be able to die in a second flat too hah
I have a level 23 at the moment which is a force/heavy/dual blade build.
So i was wanting this toon to be strictly spellcasting.
I'd like a mix of, the scourge, the void, the mind, the squall.
it doesn't HAVE to have moves from each of those archetypes, but those are what i'd like it based around, i have a lvl 19 which i will be retconning into this build,

Alright first off pvp now is all about making chars with 9-15k hp you cant not have 9k hp for pvp now.(you could but why would you wanna be gimper?)
You need to learn how to use specialization for you build to that makes up for alot other issues you could have.
I reccomend Str or Int primary for one reason mainly. Str has power in role for more defence for each point con. And int has power that makes you gain offence. Basicly you wanna turn all defence into offence and turn 20% of offence into defence.
To do this you need Vindictaor Role spec in specialization. With that you get that power to turn 20% of your offence into defence. Also grab warden spec for power that turns 100% defence into offence. With these few powers alone with stacked con you can create 40% or more resistence to all damage ontop of what passive you use this helps with tanking.
Next step you gota find way to get good heals/bubbles to protect yourself from death many good choices but find whats best for you. BCR heal REsurgence and Palite are awesome.
For some powers for survial grab masterful dodge its a must for pvp.
Smoke Gernade with adv Excape artest-this lets you disapear from foe vision for ten seconds. Unless you atk him
You gota pic your ideal set for pvp i run Ice form pvp build and Night Warrior for pvp both can tank a lil bit and deal good dps.
Last step before selecting passive and all other powers get really good gear for your stats and also get Form toggal for more dps or if you use NW maybe get that ego form power for more holding str.
Dragons Wrath is amazing attack and Sword cyclone is good for hiting steathers lol
Also for pvp you need three stats for one thing thats int/con/str
