Energy Builder: Shield Bash (close attack)

Starter: Shield Slam (close attack)

Tier 1: Shield Throw (range attack) [50ft with Challenging Strike]

Tier 1: Shield Charge (movement) [60ft with Crippling Challenge, Snare, Stun]
Tier 1: Shield Master (defensive passive) [comes with free block Ward, low damage resistance, multiplied damage resistance during blocking, cannot be disable by Crippling Challenge]

Tier 1: Shield Stun (range crowd control) [50ft stuns target]
Tier 1: Shield Recharge (energy unlock) [returns energy during blocking even when not hit]
Tier 1: Block 'Em (active defense) [multplies damage resistance both during and when not blocking]
Tier 1: Deflection (active offense) [50% of attacks are reflected to origin during block, 10% of attacks are reflected when not blocking]
Tier 1: Counterstrike (toggle buff) [every hit on a block gives a stack of counterstrike buff]

Tier 2: Shield Spin (close aoe) [maintain, shield spins around user hitting all in 15ft radius]
Tier 2: Safeguard (heal) [activates a HoT which heals more when blocking]
Tier 2: Shield Boomerang (range aoe) [similar to riccochet throw]
Tier 2: Shield Uppercut (close attack) [similar to dragon uppercut]

Tier 3: Shield Frenzy (close attack) [maintain, continuously do a series of shield attacks against target)
Tier 3: Shield Volley (range attack) [charged attack with knock back]

Tier 4: Shield Combo (movement, knock, slam) [dash attack on target, knock up, followed by a downward attack for 3 sets of damage]

Sorry I am a little too sleepy to try to think of the numbers for damage, heal and resistance and when I have time, I will propose 1 for water, staff and plant.

Great idea. I'd love to see a shield based AT in the game. It also opens the doors for a shield costume drops and adds a bit more diversity to the game. Nice job.

This has definately been one of the most requested power sets in the game. I would love to see it. Not sure of the links, but there have been other post similar to this one, all of them a good read

If you are doing shields, it would be a missed opportunity to not include sword-and-shield and pistol-and-shield powers along with it.

I think the proper home for the Shield powerset would be the Brick framework since it emphasizes strength and toughness over speed and agility. The existing Enrage, Defiance, and Retaliation mechanics could be adapted for use with Shield powers. Counterstrike could be a generic Brick enrage stacking toggle that any hero could use (especially the "Huik" types who get mad from being hit rather than hitting).

One possibility for shields is to sort of make them have some persistent effects. For instance, have a shield block replacer which has a built-in bonus that it always provides a small resistance bonus - this would be rather tiny, but the buff would have the side effect of keeping the shield geo on your arm all the time.

This would also permit you to just use other powers while your character is wearing it.

One break we'd have to accept is that any instance of our characters throwing the shield would have to use a generic geo instead of our shield's specific model. This could be worked around by giving the thrown model be sufficiently blurred so as to be plausible for any model we could get.

This would also be a good opportunity to release a "Weapons Pack 2", which would contain additional shield skins, plus adding shields and may existing weapon models as back options, (where applicable).

Actually that was what I suggested for the passive. You can be doing anything but still have some damage resistance but the moment you go into a block, the damage resistance is multiplied. The active defense will also multiply this damage resistance.

Graphics wise, I do not see it as a major issue because it will be like having the shield animation on all the time then when a shield power is used, the 3D shield model on the toon is hidden while the 3D shield model is used for the attack animation. I also agree that anyone taking the passive should have a permanent shield all the time.

If I remember right, CoH had some issues when they first tried to incorporate a Shield powerset. Especially with emotes. DCUO has Shield as a Premium weapon set rather than a powerset, which I still find odd since Captain America from Marvel is possibly the most famous shield-using person from the superhero genre.

True Cap is the most famous Shield slinging hero, but don't forget The Guardian from DC or The Shield from Archie Comics

Due to the way DCUO is built up and the fact that the majority of damage is intended to come from your weapon I think it's more sensible to make shields a weapon set, and not a power set.

Someone thought of a shield power set again. The devs didn't read about it again. :(

I find it tragically humorous that the picture the arrow is pointing at... is no longer smiling, and instead has an expression of dissatisfied acceptance.
