I miss the random help a citizen missions. Sometimes, you just want to bash some heads in with a team or alone, and with merits, that can't be bad.
So I suggest this in various levels of complexity.
1) Allow help a citizen to scale to higher levels and various team sizes and difficulties. You can go on and off duty to control whether citizens run up to you or not.
2)Eventually hook up the crime computer to scan for crime and auto-generate situations for you. (remember newspaper/radio missions?)

3)Completing these missions generates clues. When you take them to MCPD or Socrates, you get a mission to confront the "mastermind" of this criminal activity. This is another auto-generated encounter with a challenging boss at the end. Again, this scales to team size. It will drop questionite.
Just having some "Save a Citizen" Missions that Level 40s can do in MC, Canada, and maybe Vibora Bay would be a great new bit of variety. It doesn't matter to me whether they're scaled versions of some that already exist, or new ones specifically for that level.
It would be good if they spread all the citizen mission doors around, instead of having nine missions on one door, then have each blinky door be a mission.
Have the mobs level to the players like they do in Brains Behind the Breakout.
Obviously powerleveing to 40 and grinding the same content is not game breaking.

I like suggestions 2 and 3 the most - on-demand missions, in whatever zone you're in, at whatever level the mission owner is, would be the best way to go about this. The confrontation after doing X number of them would mix things up nicely.
Use the "scary monster" tech and have these enemies autoscale to the player - this would alleviate any issues with people not sidekicking up...

UNITY missions are close to being the equivalent of Help A Citizen missions for level 40 chars, but you can only do a few of them each day and you only get to fight 4 (or 5) enemy factions: VIPER, Elder Worms, Qularr, Lemurians and sometimes Bleak Minions. Are the Gadroon, DEMON, Destroids and the like no not worthy of UNITY's attention?
Also, since when do high-profiled heroes ignore "minor" threats? When Spiderman became an Avenger, he didn't stop caring about common street crime either.
I love getting a team together and running through the Help a Citizen stuff. Alerts are basically the methed-out version of that, and far easier to group for.
Thoughts about this resurfaced yesterday night, while I was beating up Cult of the Red Banner with 2 others for no real reason. I was thinking of how nice it would be to streetsweep and stumble upon a gem that is a random help-a-citizen mission.

They do - until you reach a certain level, after which you simply don't get these missions anymore.
