Hi, I'm new to Champions online. I'm having a hard time finding a trainer for my toon. So far I reached level 3 but haven't been able to locate a trainer to further improve my powers. Please help, thanks?

Um....did you finish the tutorial?? Because you can't access the Powerhouse until then.
Also....if you did finish the tutorial, how are you still Level 3??
If you're at 3rd level, you're still in the Tutorial. You don't start leveling your powers until after the Tutorial ends; at that point, you can click on the little icon with the lightning bolt on it on your Minimap, anytime that it's flashing, and train up. (However, when you leave the Tutorial and go talk to Defender in Renaissance Center, he'll direct you to go to the Powerhouse and talk to a Trainer. The Powerhouse is the thing near him that looks like a giant gear with a plasma ball in the middle; it doesn't matter what the Trainers look like, because they're always surrounded by players. Just go to where everyone is milling around and watch for the little blue thing that says "Talk to a Trainer".)

It should be noted, however, that even though you can train up anywhere you want once you're out of the tutorial, if you've got powers you need to decide between and are making a choice you're not sure about, going to the powerhouse to do your training is advisable.
Reason being, is you can test out all your powers in the Powerhouse, either on test dummies or in the "Battlestation," which is a VR testing room where you can spawn enemies, and until you leave your powers don't get locked in. Meaning, you can untrain them without paying any globals.
Thus- especially if you're freeform and all your power options are open to you- The powerhouse is there for you to try out different powers and decide which is best before committing to anything.
...I just recently realized something really disturbing. We're all eating Sodapop3's "humble pie."

From that point on, any new characters you make may choose to skip the Tutorial and start out at level 5 in the Millenium City Power House...
