I took a hiatus from leveling dozens of alts to 40 back in July.
Since returning in August I've taken up running with the fresh faced newbs again.
100% of them do not know how to use the crime computer or what its for.
One Hundred Percent.
Move the crime computer information to somewhere else.
Its over ten missions between the time its introduced there and it becomes
relevant in the game again. At the point it becomes relevant there's no mention of it.
The clueless continue to surf back and forth from contact to mission to contact to mission and then leave out of boredom.
On a similiar note, an awful lot of people don't know where to sell their vendor trash.
The two vendors by powerhouse present new players with a "Store" full of crap with
zero relevance to new players spawning there. How is it possible you build a
city without a single functioning store that actually looks like a store?
"Sell to the guy who loiters 24/7, no not Defender, the other guy, no not the UNTIL guy, the other guy, no not Drifter the other guy"
At first, I was sceptical about this suggestion. The last thing I want is even more information removed from the tutorial. It needs MORE, if anything!
But to this, I agree. Once there was a nice little after-tutorial mission that showed the newbies around in Ren Center and explained a few basic functions. Of course, the version we had is outdated, after On Alert changed so much. But why wasn't there made a new one? It's just text, no real content, after all!
There really should be a new "Learning the Ropes" mission is added to SOCRATES, include a few video squences, in which she explains audiable what all the buildings and people in Renaissance Center are good for! To make it really good, let the characters like Drifter, Karneeki the Great, the tailors and Toy Master (who should mention that he has the "Perks for a Job well done" mission) speak for themselves durring it!
And in any case, there needs to be an unmissable blocking tutorial SOMEWHERE!
As a rather new player, I can only agree with this.
If the tutorial really did teach much about the crime computer, I don't remember it. It's as you say, when it's truly relevant there is no mention of it. I must have forgotten by then, and basically ended up discovering its usefulness on my own, at some point.
It's useful to know about it for being able to exit an instance in an emergency or a hurry, too.
I had to learn to sell trash to those vendors, myself. The vendors you can sell to don't seem like likely NPCs to talk to to sell things. They look like.. they are some kind of cash shop item guys, or sellers of unusual stuff like that, probably not the sort you'd talk to to sell your things at. Unrelated to new players is indeed how they appear.
A quick post-tutorial video/mission saying, "Now all the free costume options have unlocked and guess what you actually can change your appearance at a tailor and even make a second outfit (since you were put in a supergroup automatically); here's the vendors you can sell to; here's the crime computer and what it does for you at this point" would be good.

"Block, or blah blah blah blah!" said Defender, repeatedly, during the fight against Black Talon, a mook who really is well under Defender's level and it's so obviously Defender 'seeing what the potential recruit can do' before deciding 'eh, keep him as an associate, don't put him on the full team, as that was kinda meh only 2-3 powers used'.
I don't particularly miss the MCPD "let's shoot the new hero in the face with really heavy slug rounds so they learn how to block bullets" mission, but I agree that we do need a mission early on that tells people to block against attacks. Perhaps something within the Powerhouse, using the damage testing laser-inna-face room, if that still exists (I honestly haven't looked for it since my first couple of characters an age ago).
Or if nothing else, the Kevin Poe boss fight needs a quick prompt before you take out Poe to basically block everything which has a funky special symbol.

My suggestion would be very simple: One of those tutorial windows should pop up when you frist enter the area where you encounter Bugkeepers. The window should tell you how to block that BEFORE you get to fight one, not in the middle of a fight!
Bugkeepers have 3 charged attacks and use them a lot, but none of them would kill you in one hit if you don't block.
And yes, the laser room does still exist, but it is used even less than the arenas.
