One, how useful is field surge without PFF? I want a defensive cooldown somewhat akin to the bubble Inner Circle Members use, you know, a mystical force field tossed up to buy some time, but I don't want to use protection field really, because this character is a ranged offensive toon, and so PF would probably scale horribly. Speaking of scaling, what SS's does field Surge scale with? Primary Super Stats, or presence? Also, would heals, like Life Drain restore the shield if I was at full health, like with some shields?
Two, does the resistance debuff advantage on Ebon Ruin push enemy resistance into the negatives, or just reduce the base resistances of villains+?
Field Surge
It doesn't scale with anything.The amount that it shields you for is set in stone but Compassion stacks DO affect it so you 'can' say that it scaled off recovery/pre if and only if you have compassion. As for an active defense it is severely lacking if you do not have PFF but it isn't useless on its own.
Ebon Ruin
It does both. If you do not have enough defense penetration to bypass the mob's stock defenses then it provides only 10% 'defense penetration'. But, if you have enough defense penetration to bypass the mob's stock defenses then it provides a 10% buff to all paranormal damage on the target. In other words:
(No Defense Penetration and no Debuff Tap)
[Combat (Self)] Your Ebon Ruin deals 485 (534) Dimensional Damage to Test Dummy.
(Debuff with No Defense Penetration Tap)
[Combat (Self)] Your Ebon Ruin deals 567 Dimensional Damage to Test Dummy.
(Second tap with both, the debuff on and enough defense penetration to bypass the defenses)
[Combat (Self)] Your Ebon Ruin deals 553 (503) Dimensional Damage to Test Dummy.
