Super Stats: Level 6:Strength(Primary) Level 10:Constitution(Secondary) Level 15:Intelligence(Secondary)
Talents: Level 1:The Behemoth Level 6:Physical Conditioning Level 9:Body and Mind Level 12:Healthy Mind Level 15:Diplomatic Level 18:Impressive Physique Level 21:Shrug It Off
This at least will be fairly survivable and give both close and ranged attacks. As you go on you might wanna trade Thunderclap for Resurgance depending on how you go. Masterful dodge might seem a bit odd but there is no better active defence at this time.
This is not intended to be a tank as such merely a survivable DPS, if you want to live dangerously get Unstoppable as your passive, you will hit very hard but you will also be fragile which isn't very Hulky if you ask me.
If you want to duel you had best invest in Crippling Challenge and Nailed to the Ground advantages - Hurl is a good candidate for this. Shockwave will give you a ranged AOE but you could trade this for something else if you wish.
The Nullifying Punch adv to Haymaker will be useful against vampires or any other self healing enemy but rank 3 is also a good choice.
Y'know you could do worse than just make your own way to 40 and explore the powerset on your own. Just remember to get a self heal, an energy unlock and an active defence somewhere along the line.

In regards to the build above, if having an Intelligent "hulk" is anathema to you, Recovery works very well in a Might-based build, allowing you to pick up an extra power of your choice in MSA's place. The energy return from Defiance and Enraged stacks is quite sufficient without it.
I would highly recommend Aggressor Rank 3 in any STR/CON/Enrage-based build. The list of synergies it has with this type of build is quite long.
I am not a n expert builder by any means, but a friends Swamp thing like build is amazing I am using it now. It is a Compassion/Regen tank. Very surviable and whit some infernal powers a kick to play.
