Tempest/Soldier Build Help!

So. I need major help.
I may be slightly good at games, but I absolutely know NOTHING about creating a good build. If anything, I'm good at character creating, lmao. But please go easy on me... This is my first freeform, and with so many choices to choose from, I cant choose what's best. I've made so many freeforms with just the one slot I have just for the fact that I keep making bad characters, I think.

This character is a draconic-humanoid character. A dragon who stuck his nose in some human military equipment and never really used his natural powers again. He basically became obsessed. His skills/powers consist of electricity and guns. Many, many guns.

I really dont know where to place my Advantage points in any of the powers... He's only level 10 at the current.

    You don't need 2 teleports, way redundant. You need an energy unlock (Overdrive), Force Shield is way better than electric shield and won't shatter the theme, Chain Lightning is weak imo, Assault rifle way better. You need concentration as there is no reason not to have it. Gotta run, More later.

    It's almost painful how much power bloat you have. Then again, I guess that's the theme you're going for.

    Vetani - Ahaha, a friend argued with me about having two teleport powers, too. Honestly, not sure what else he'd have. Asides a jet, but that's kind of a device. xD; But I could definitely try those options out. Despite that you had to go (arent finished), it seems you've some of the Tempest powers out of this?

    Hubrix - It's a very bad habit of mine in any game. I must have power over any other stat. The Mind drove me completely nuts, but finally made it to 40 on that archetype somehow.

    Well, all I can add is that if you really must have plenty of attacks, get ones that have decent utility such as Holdout Shot's heals and Shotgun's knockback. I would also grab a different passive like Quarry because Electric Form would not benefit your Munitions attacks at all. Or maybe a defensive passive instead since you're already not going for competitive damage, you might as well just try to be survivable enough to enjoy your different powers. Get Guardian/Vindicator for specs for better defense and offense via Best Defense and Aggressive Stance.

    I considered Quarry, but I've never built it without Int and Ego so I wasn't sure how it would fly.

    I concur with your guardian & vindicator suggestion.

    Well, going on theme if he is a dragon then a flight would be fiine thematically. Basically, you are overloading on subpar powers and crossloading on similar powers. Having multiple maintains like Lightning Arc (Which i added) and Assault Rifle is very redundant.

    This stays on theme, adds survivability, reduces the redundancy and tightens up the build.

    Relentless assault in avenger is too good to pass up when you have 2 solid maintains like Assault Rifle and Gatling Gun. Overdrive feeds you energy as you run down those maintains and builds stacks of concentration and relentless assault.

    Open with Sniper, Throw Ball Lightning, follow up with Gatling Gun or Assault Rifle, collect loot, fly to next pack.

    Evasive Maneuvers in this is better than Breakaway because Sleight of Mind is an aggro dump rather than kiting a mob away from your party.

    Defensively, Force Sheath, masterful dodge, BCR, and quarry make a nice package of defense with a dex secondary and Int/Ego combo for quarry and Int for overdrive.

    Ego Surge w/ Nimble Mind is the icing on the cake as it will up your crit chance for alpha strikes or Legend+ villains with assault rifle, or when you just want to giggle and unload the critling gun or critning storm.

    This can def be tweaked by folks better at building than I am, but this build will easily get you to 40.

    I definitely do not doubt this build you've made.

    I decided to try and test everything out to level 10 (since...that's my level at the moment), but it wont let me get Gatling Gun because it requires 3-Munition powers or 4 non-energy building powers.

    The biggest Problem here i see is also, that you wouldn't be able to maintain Lightning Storm
    for longer than maybe a second. Overdrive scales mainly on REC, and you also need a high
    Equilibrium to maintain a spell long enough that Overdrive will start. So i highly recommend
    taking REC as one Superstat.

    Powerwise, if you really want to mix Electric and Munitions for both AoE and Single Target
    i would take

    for Munitions : Assault Rifle .. or even Pulsebeam Rifle and Lead Tempest and maaaaybe also SMG
    Electric : Lightning Arc and Storm .. or Hurricane. Ball Lightning i not really important with Overdrive
    and would only suck down your energy .. and Storm is still heavy on Energy usage.
