OK, question

My best friend (and CoH partner) just got CO to work, and she's going to be playing through the tutorial tomorrow. I'd like to join her as she does so. How would I join another player during the tutorial?

You can't go back and redo the Tutorial once you've completed it and left. The only way to do it with her would be to make a new character and run through it again.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Both have to be logged in and in the Tutorial at the same time (you can't do this with a character that's already been out in the world, either through the Tutorial or having skipped it). If there's more than one instance of the Tutorial open, you'll have to join one another. (Look above the minimap; it'll say Tutorial and a number, say "Tutorial #2". If you both have full access to the Chat system, you can coordinate through private messages; otherwise, you may need to use a telephone or other primitive communication method.) If you're in the same instance, well and good, you'll be able to find each other. If not, one of you will need to change instances. To do that, click (can't recall offhand if it's left-click or right-click) on the part that says "Tutorial"; you should be presented with a list of available instances. If your friend's instance isn't listed, that may be because it's full (instances with 100 people won't appear on the list), in which case she'll need to join you instead. Click on the instance you want to join, and you should appear at the initial spawn point.

This also works in every other world-map in the game.

(Cue someone telling me I'm wrong and that doesn't really work in the Tutorial for some reason in 3... 2...)

This information is correct and accurate.

I do this all the time each and every moment I roll a new toon to help new people in game, my friends who are just starting, or if my partner feels like starting a new toon again.

Speaking of the tutorial, they NEED to make Black Talon a LOT weaker at the end! No matter how many times i try, i am guaranteed to die quite a few times before he is defeated!

Just dont think its a good way to say hello in a tutorial :p

The first time I played the tutorial, I died. A lot. And it was frustrating.

And then I learned how to [block].

When I went through it again (the second time) on my current main, I walked away with barely a scratch.

Blocking is originally bound to the shift key and sustains as long as you hold it down. When Talon glows pink, block the incoming missiles.

I really doubt Cryptic will nerf the tutorial when you have the option to make a party and block incoming attacks. :/

Make Defender actually help in that battle. Good way to show new players that Defender can actually fight. It's just a tutorial, if people keep struggling so early in the game they may find it unfun to continue.
Hell, maybe some back up, like Kinetik, since his rescue was removed from the tutorial. Or maybe Foxbat jumping thru window with his pingpong ball blasting vanilla custard, just to show his appreciation for the player that rescued him under the rubble (yes, there is a mission for it) or he just thought to commit the most greatest crime ever and brake in Champions HQ.
But Cryptic just probably cuts the Black Talon out of the Tutorial....

Defender's already been upgraded twice in that battle, in the first iteration he was knocked unconcious, the second he was perma-held by Black Talon and the third is the current version where he fights an army of Destroyoids so you can stop Black Talon.

They've basically admitted that they do this to establish you are as good as, if not better than the Champions from the start unlike games like CoX and DCUO where the signature heroes were (originally) always better than you.

    Defender can FIGHT?!

The only Champion I have ever seen do much of anything is Ironclad.....And you're shooting HIM out of a cannon.
I have never played the PnP game but the digital Champions are not exactly the Justice League or the Avengers. They are closer to the Great Lakes Initiative or that weird Superteam lead by Beast Boy for like a week.

Blocking works like a charm. New players often just don't block.

Because Cryptic in all of it's wisdom, removed the Blocking tutorial from the start point. It actually teached how and when to do it and you really couldn't miss it.

As noted, since On Alert, Defender does fight; you're on your own for the last part of the Black Talon battle because Defender's busy taking down the four or five Destroids that just showed up behind you.

And if you have the sound on, Defender shouts, "BLOCK!" whenever you're supposed to hit the shift key to Block, and "BREAK FREE!" when you're supposed to hit the Z key to escape BT's Tangle Coil. (And "MOVE!" when the Orbital Cannon is targeting you, but I don't think I need anyone to tell me to get the frak off the glowing target reticle under my feet...)
