Just wondering if I took advantage of the Double XP along with XP boosters from the C-Store, if I can go back and complete missions/perks (aside from tutorial) that I missed?
Didn't know if all/certain/no missions were level capped here.
You can go back and do them. About the only thing you'll outlevel is XP from mob kills on missions way below level. But with Double XP affecting mission XP you won't care.

Yes, in that respect. its correct.
But you'll only be offered missions up to 3 levels above you. So its very possible to over achieve. If you focus strictly on orange and red level mission you can easily find yourself out of missions without new ones to take....except for missions that you passed over, that have become grey.
Its best to stick to blue level missions, to avoid this.
A little piece of trivia here:
1)There are a few missions that will not be offered if you are too high a level. It happens so seldom to me I do not even remember what they are anymore. Just that they require a "triggering" event, usually for an opponent to attack you from ambush and you are so high a level that they will ignore you completely. It used to happen a lot with the old Brains Behind The Breakout mission with the Viper Recruiter.
2) At a certain level you will stop seeing the yellow "!" over old mission givers. This doesn't mean that you CAN"T do the missions, it just means that you are so over levelled that doing them will prove to be relatively meaningless for you in terms of reward or experience.

Small hint: You can use your crime computer to track missions from mission npcs and their level ranges in case you want to go back and complete them when you've already surpassed the level requirements.
Not all missions and contacts will be visible through the crime computer. So its best to use the wiki to find all the "interesting" (perk packed) missions if you feel you may have missed any. And you will miss a ton.

Also, if you miss missions in either the Canadian crisis or Desert Crisis and you complete them, you will not be able to go back and get them. Make sure you get all the perks/missions done before leaving.

My bad, I admit I really only read the title of the thread. When I wrote my response it was to bump the thread to keep it above the spam on the board without actually looking like a "bump."
The ones you get for rescuing civilians, or the run up and offer you a mission type missions.
For MC: You start seeing those at level 14, there's a new batch of them possible every even level until 28. At odd levels you'll get either the ones from the prior level or the ones from the next level. You'll stop getting offered them at level 30
There's similar missions in the desert and Canada, but not sure what levels those are available/go away
You might need a friend to sidekick down to in order to play content on- or near-level, but other than that, you aren't locked out of missions by being too high a level. Some story mission chains lock you out from returning to them or going back into their environs upon completion, but that isn't quite what you're asking about.
