Increasing Rec increases Smoke Bomb cost?

I'm not sure if this is the case. Can someone please confirm it for me. I think that if you increase your recover/equillibrium that the cost of SmokeBomb in the Martial Arts tree actually goes *up*?

If so, then increasing your recovery can potentially make it impossible to use Smoke Bomb if you don't have either Endurance to allow a greater energy cap, Intelligence to lower the energy cost, or something else to lower energy cost.

They should probably change that to "What your equilibrium could be". I can't use Smoke Bomb at all on my character with Rec as a primary stat because it costs *more* than my equilibrium (which happens to give me full energy bar).

Additionally, those powers that "cost is equal to your Equilibrium" get a cost increase (of about 10%, iirc) if you have your Travel Power ON. This is by design.

It's a great way to stop smoke bomb+alpha over and over on a helpless victim.

Oh, and changes were made to recovery so that it increases your maximum energy. If you still somehow get your equilibrium past your max energy, let the devs know.

Tht's because toggles increase the energy cost of powers. So things like travel powers and combat toggles like focus will increase your energy costs 10% each, respectively, you are looking at something close to a 20% increase.

Even withou toggles or travel powers from a stats point of view its very possible for your equilibrium to be over your max energy if you push rec and keep end low, as rec gives a greater amount to equilibrium than it does to max. (I have had characters do this)

I dont know if theres a default mechanism that sets equilibrium = max energy in that case or not though, to allow use if you dont have a toggle or travel power on.

So it's basically a broken mechanic. I can't believe I never noticed this before. Probably because I almost always high high int on my characters...

This is rather stupid. It shouldn't be possible for a power to be rendered unusuable ismply because you have high stats...

So thats maybe also the reason i never could use some of the powers of the Jets on PTS ?
A lot of my chars have REC as secondary SS and thus also a higher "therotical" equilibrium
    than max energy.

Howwever .. normally in that case it should be max energy, and also they shouldn't add
TPs or forms to that
