Level 10 and Zen

OK I have a silly question.

Do you have to have a active character at level 10 to use Zen, or can you get one to 10, delete it and start another character and still get Zen?

My daughter got one to level 10 and deleted it before I had a chance to get Zen for her.

    S/He is talking about buying Zen from PWE and as far as I know you should be fine, if not level 10 doesn't take that long to reach.

    Basically she has a free account. I read somewhere that you have to get a character to level 10 before you can use real cash to get Zen (so she can have more character slots). She did get a character to 10 but deleted it before I had a chance to put cash into said account.

    So my question is does she have to get another character to 10 before I can buy zen to put on her account?

    I tried to do this and the web page said my bank card was denied. (which it should not be, since it has plenty of cash on it).

    I don't know, but it shouldn't matter, you can get to level 10 in like 5 freaking minutes if you skip tutorial.

    I believe the condition is triggered if you reach lvl 10 once; not certain, because I haven't been in that situation since sometime in 2011. The only way to know for sure is to buy some Zen for her, and see if you can transfer it from her wallet to her account. If not, as noted above, it takes less than an hour to get to level 10 (although 5 minutes is a bit of an exaggeration...).

    I tested the Buy Zen thing while back. It was noway near easy as it was when we had Crypic Points.
    Make a Skrill/Moneybookers account. That seemed the only way for me to use a credit card. I tried gazillion times just use the creditcard option with all the info correct, plenty of money and the aswers was something like 'you have entered invalid payment method'.
    I came to an conclusion, that won't be bothering nomore.
