This suggestion would allow the devs to keep IDF as a form, while making it a form that's actually reasonably worthwhile. I'm going to take a level 40 character into account for the description.
Obviously, most offensive forms are meant to increase damage by a percentage that ramps up with stacks. When compared to IDF's benefits, an offensive form is far more beneficial. IDF is a defensive power which does not build stacks and as a non-building power is very lackluster compared to the offense forms. But, IDF can be transformed into a decent support/solo form by making it do the following. .
IDF
IDF initially stacks up to 8 times on the hero toggling it on. Each stack shields the hero from up to 40 damage, ramping up to 320 solid damage soaking per hit. This allows it to compliment PFF, giving PFF more durability, as they're both in the Force set and should compliment each other well.
But, it can still be used as a support power as thus. Each teammate within the vicinity of the individual with IDF active will receive a stack of IDF. Meanwhile, a stack is removed from the character who has IDF toggled on. Every time an ally takes damage, a stack of IDF is removed from an ally with the highest health and redirected to the ally which was just struck (Possibly the character with IDF toggled on). Multiple characters with IDF would distribute stacks among the group, but the stacks would have reduced effectiveness in the process.
What this means is, if there's an exceptionally good tank in the group, most stacks of IDF will redirect themselves onto the tank, giving the tank more durability and allowing IDF to be a support power. Meanwhile, if an ally is struck they'll get a short burst of damage resistance to soften the up coming attacks, buying teammates time to heal/help them.
Then someone can take IDF and use it to solo reasonably well with exceptional damage resistance, all the while being able to support groups with this power at a cost of reduced effectiveness for themselves. Also, tanks could take this power to gain additional damage resistance at a cost of damage output, since they'd be giving up an offense toggle in the process.
It sounds like it'd be complicated to script, but it'd be far better than the current state of the power now.
I can see and understand your concept here, however this implementation actually fails your concept. More often than not the Tank will be the one with the most health, so if this is the case then they will be redirecting stacks from themselves constantly, while sacrificing stacks to allies every time someone else takes damage, effectively making the tank the least shielded. If it were based on health percentage however then this issue would resolve itself, as the person taking the least amount of damage would then be the least shielded as they need the least amount of shielding.
Additionally, I would like to see the initial damage resistance IDF currently offers kept intact along with the addition of a modest absorb. Only the initial stack will grant resistance, all additional grant absorb.
Now, perhaps instead of simply redirecting stacks upon taking damage, IDF should additionaly generate a stack (Up to 8?) each time you are struck. This would ramp up the defensive benefit for allies suddenly taking damage more effeciently, as a stack would redirect and generate thus granting 2 stacks per hit when grouped. If not recieving damage for so long stacks will drop to equal the rank of IDF.
Could possibly even add a 3 point advantage to IDF to give it a bit more versitile role at the cost of potential defensive benefit (lower rank = lower initial resistance). Possibly more than 1 choice of 3 point adv even... One that grants a Small HoT per stack (would cap at like 50hp/3s at 8 stacks maybe, something small but reasonable)... Another could offer an short offensive buff each time your struck (Non-stacking, refresh duration on taking damage)
Percentages is what I had in mind, yes. The overall idea behind a tank using it would be, if the tank is taking the bulk of the damage, then most if not all of the stacks should cling to them in the process. If a cone AoE is performed and strikes many group members, then stacks would jump around to characters if their current health % drops below the tank.
I like the idea that it could generate 2 stacks on hit rather than 1. Then if the whole group is constantly assailed by AoEs, it could reach a point where everyone would eventually have 8 stacks as the initial stacks jump around the group, which means good protection for the whole group. It'd take some time for it to reach this point. It'd likely only see such potential in cases where there's channeled AoEs such as a supervillain's ground pounding attack, and people would need to survive long enough to see the full benefit. I think it would be balanced if due to that.
Thank you for responding I like your ideas! I'd really like to see something done for IDF as currently there's really no reason whatsoever for any character to choose it over any of the other forms. Even invuln toons, who used to pick it to trim off more damage with their passive, now has more use from the other forms.
