  Well... for some reason I can't seem to make a male feathered chest that doesn't end up wearing a bra so...

  If you have the Halloween Creatures pack, the werewolf chest works pretty well if you don't want that bra.

  Got it. I've tried it before and to me it still looks a little too furry for the most part. The best I can figure for makeshift is the Steelhawk feathered chest piece, flipped to cloth and coloured to match your characters skin tone. That kinda looked more "right" to me anyway.
