Do I have to do all the other instanced missions to get to "Electro, Wha? Poly, Wha?" or if not, how many do I have to do?
You don't have to do ALL of the possible missions, but i can't really say how many you
have to do. Normally its one day (6 hours) a short outdoor mission, and the next time
an instanced mission or a chain of 2 instaned missions.
Generally, the cycle goes like this: the Nemesis breaks out of jail, then you get two outdoor missions, then a chain of two Instanced Missions, two more outdoor, another chain, two more outdoor, and then the EWPH/Deathray Demolition chain. Rarely you get one or three outdoor missions in a row, or have to do three chains instead of just two before getting the finale, but in my experience that's the general pattern.
I've also noticed that, since On Alert went live, if I watch for the "Bank Robbery: Nemesis" Alert and do it whenever it comes up, my own Nemesis will be the robber exactly once per Nemesis cycle. I don't know if it was planned that way (probably not) but it's pretty cool.

Not to sidetrack this topic too much -- I played around with this and noticed that in any nemesis alert, if I am the first person to click "Join" once I get the notice that the alert is active, it is my nemesis. You can tell if you are first by the checkmarks and question marks on the top of the notification popup.
If I'm on an under-25 alt and get the first join, it's always a generic nemesis such as DeathMetal.
