This is the build I'm currently using and I find it pretty much everything I need.
It's not a theme build. It's more so a good solo tank/dps build.
I just returned from a 2 year absence and am just wondering if there are maybe some other powers that could better replace some of my current ones. I don't know every power in the game that well anymore.
All Electric powers: These are a definite must, they keep me from ever running out of energy.
Invuln: In my opinion it's the best defensive passive.
Taser Arrow: Is it still a good hold? Is there better/more useful?
Masterful dodge + BCR: It's obvious
Pulse Beam Rifle: I find it to be a pretty good DPS, and you have full movement while maintaining it. Is there a DPS power better suited for this build?
Imbue + Rebirth: These were my filler powers. I only took them because I wasn't sure what else to take. Imbue is good to use before a charged up gigabolt. But it's not really a must if I can find something that works better for me.
What powers do you veterans recommend I should try out?
Replace Pulse Beam Riffle with Lightnig Arc. It's elec, very good damage, feeds Ionic Reverberation. At one point it (when stats high enough), it not only does good damage, but acts as Energy Builder.
On Elec build I take Lightning Arc ASAP ... other powers are then just 'filler'
No idea about Taser arrow ... didn't even know it exists
I'd take Electric Sheath with advantage (Matter - Energy Union). Acts as active offense, lowers power cost, hold breaker and adds a nice damage shield on you, so also as mini active defense. Lots of nice things for the price of one.
Ebon Void is good with advantage Voracious Darkness.
If you want one of the best (if not *the* best) AOE powers, take Lightning Storm. Burns energy fast, but also kills stuff fast.
For leveling, I'd take END as primary stat (reverb scales of END, high energy pool, with spec tree you even have solid equilibrium). At 40, one of my super stats would be DEX. For criticals, for more oomph.
INT is as good as before for lowering power cost, but its not the only way to it. Gear (primary utility modules) does this (power cost, cooldown) just as good.

I am not fond of Sparkstorm. For me (personal preference here) an electric toon that allows foes to survive long enough to get into melee has failed. This is particularly the case for high mobility characters. Again, this aspect is a matter of personal opinion, not a flame of your preference.

Electric Sheath with Matter/Energy Union can be very nice. Its almost like an active defense which doesnt have a shared cooldown with other active defenses. Plus the normal benefits of an active offense of course.

Without Challenging strikes or Crippling Challenge, and while running an defensive passive, you will not be tanking unless the rest of your team has very poor DPS. You just wont generate enough threat to hold aggro from a serious DPS teammate.
But, if you want more survivability consider stacking some dodge/avoidance through gear and specializations. The top defense in the game is Invulnerability + Dodge.
I would Highly suggest taking a damage buff toggle such as Concentration. It will build stacks based on charges, maintains, and attacks at greater than 25'. All of which seem likely to fit your build pretty well.
Taser Arrow is nowhere near what it once was. In the time it takes you to use it you could have just killed your foe with Gigabolt or PBR.
Something you might consider for more damage:

Secondary SS: Int
Secondary SS: END
This will make it easy to stack dodge/avoidance, and crit chance/severity. It will turn PBR into a monster (even without electric form)
A good active offence for this set up might be Ego Surge with Nimble mind advantage. Increased EGO (ego now affects all ranged damage in the way str does for melee) and increased crit chance.

I like the idea of SSing Dex, but not taking Con as a SS will obviously drop my HP by quite a bit. I don't have the hang of the new gear yet, but is it possible to just stack con on my gear to nearly the same effect as having it SSed?

Overall LA and PBR are similar in damage. Difference is that LA can 'use' Negative Ions and so proc Reverb. And that gives you energy back.
For testing, I don't use PH much. I prefer one of open world legendaries. On PTS or Life (because everyones doing Alerts), it's easy to find one that is 'free', no players around so I can solo it and see how my build is really performing.
Personally I prefer LA, PBR pulsing graphical effect gives me headaches.

Knockback is *the* most hated effect in On Alerts. Its because those that are melee oriented now have to chase mobs around. Sometimes, pushed away, knockback mobs get stuck in crates and other stuff and then can not be targeted. It may also push mobs out of other players Lightning Storm, Conflagration, <insert AoE> power. This lowers groups overall DPS and as many Alerts are on timer it means you/group can fail.
If you push mobs too far away, not all sigils can hit them. It means your DPS goes down. It's not so good even if you solo.

I think I will take a few of your pointers.
Now to re-learn the gear!
A couple of things to keep in mind:
1) energy management is much easier now than was the case in the past (except back when Catalyst gear ruled the world : P).
2) Con Secondary SS means perhaps 200 Con (unless you really push it). That is 3k HP on top of the close to 5k hp you will have regardless of con. You have invulnerability. You should probably stack dodge (if you want top of the line defenses) on top of invulnerability. The only way that mobs in PvE will get through that much defense and be able to deal more than the base approximately 5k health you would have without Con SS is for you to fall asleep at the keyboard. Unless you are PvPing or tanking Gravitar for a team the extra 8k health is superfluous for your build. If you were playing a glass cannon I might see the need for the extra Con. For a character as tough as what you seem to be going for...not as necessary.
3) Its not that I dont like sparkstorm...its that in order for it to do anything at all for me I have to let the bad guys get into melee range when I could have very easily defeated them at range. So essentially I have to slow down the rate at which I am defeating enemies to get any use out of it. Why would I want to win fights more slowly ?

For Pulse Beam Rifle i prefer DEX / CON / REC with Overdrive and Orbital Cannon as Alpha :cool:

You have only one heal, BCR. Its good heal, but only if you dodge. Without dodge its sucks. Plus it lowers you DPS by 10% flat.
Add extra heal, maybe Conviction and take specializations that have heal. Many exits. None is very powerful, but they do add up.
Cycle MD (with BCR) and Sheath and if in very big trouble hide behind Ebon Void.
