Low cost Questionite gear

I am thinking of getting 3 pieces for the set bonus of either the Armadillo Set for my tank and the Samurai set for my support PA hero (using mostly physical dmg).
I play for short periods of time so the Q cost of these set is attractive. But is this low cost Q-gear worth it for Heroes in the 20-35 lvl range?
Since they seem to be in-between green and blue upgrades as far as stats and defenses are concerned, I think that without set bonus they are rather uninteresting.
Also, they do not have mod slots right? therefore I do not think that the primaries are good enough but a set of secondaries might be interesting.
Thoughts?

The samurai / cyber secondaries seem to be worth it,the primaries probably not as their stats are too low to fill up the slots that can give you 110+ of a stat, 10%+ of crit chance, or a large cost discount. And no, they don't have mod slots.
I'm really unsure about the Armadillo set as I still do not know if it raises only physical or all damage resistance. I'd go with samurai/cyber sets if it's only physical.
Also, the gear scales with level so even if you buy it at level 20 it will have level 40 stats at level 40.
