your only problem is...you will get knocked around like a volleyball in the Olympic Games. I know you dont want to lose the damage, but you may want to consider CON as your PSS. After all, you are a tank. Right? Right?
Like said - if the goal is being more tanky, Con as Primary gives a lot more - HP/energy/knock/hold resist - AND a higher dodge than the Dex tree gives. Dex gives more crits and crit damage, a bit more Avoidance, but it runs into diminishing returns after a while anyway. And Con gives health on crits - which is like having a second BCR running all the time pretty much.
IDF is nice, but works best on small attacks, not big attacks. A martial form adds a ton of energy to the build - and Sword Cyclone is very energy hungry, and adds a ton more damage (making small attacking enemies go down much faster - lowering your damage taken anyway) - and since you cannot have both up at the same time...taking enemies down much faster should lower your total damage taken more than IDF.
Also the build has no extra dodge boosters - like Evasive Maneuvers or Thundering Kicks etc - that can add a lot of dodge and really reduce the need for healing. Storm Eye Prana is kind of a waste as you should not need to double up BCR, and generally Form of the Tempest builds focus faster, esp with R2 or 3.
As a reference, I have (well had) a Defiance dodge build that can sustain a 97-101% dodge (Crashing Wave kick adds a fluctuating amount of dodge while you are attacking with the advantage) - so really you do not even need LR to have a high dodge, and get some beefy defense on top of as much dodge as you want. Which also frees up Masterful Dodge for Resurgence or whatever for a big spot heal.
