Tachyon - An accident while experiementing with the alien mineral kevlarite, granted him both super-strength; resilience & teleporation abilities. Greedy and self-centered by nature, Tachyon began applying these powers towards a career as a super-villain for hire; though unknown to the public is that he leads a double life as Steve Maxwell, astronomy professor at MCU.
Ripper - A botched VIPER assignment lead to the accident that forced Dr. Phillippe Moreau to transform one of their heavily injured agents into the beserker cyborg now known as Ripper. Outfitted with the latest in Omicron technology, he can reach untempered strengths capable of pummeling even Grond. He is currently assigned under the Dragon Branch; superhuman division of VIPER.
Grond is the strongest terrestrial villain "all the time." Ripper and Gargantua can both exceed his strength for limited periods of time. Valak the World-Ravager, an alien villain, is stronger than any of them, but fortunately for humanity he hasn't been seen since escaping Stronghold in 2009.
