There's only a few powers which have both melee and range scaling or animation options and I wonder if Hyper Voice can adopt this. It is a bit of an outlier in Might but as we don't have a Sonic Powerset, it has to go somewhere.
With that in mind, I think Hyper Voice should actually adopt range/melee scaling, much like Eye Lasers.
Disorient should probably be innate for it with repel and a modified Deafening application/refresh as advantages. So I suggest something like:
Hyper Voice:
- 50ft
- Deals Sonic damage and has a chance to apply Disorient to targets per tick. This is guaranteed on full maintain when targets are knocked down.
- Damage is considered melee damage at close range, and ranged at long range.
- Adv (2): This Noise Destroys: Applies Deafening on full maintain. If your target is affected by Disorient, Deafening is instead instantly applied / refreshed when this power is activated.
- Adv (2): Repulsive Vocals: Applies a XX% chance per tick to Repel enemies.
- Adv (2): Infrasonic Scream: Paralyzes your primary target and has a 20% chance to apply a Stun to secondary targets on full maintain. This chance is guaranteed if the target is affected by Deafening and Disorient.

Hypervoice has been the BANE of my Sonic DPS' existence!
I went from being excited to add it in the build to absolutely loath it, and it's currently the only Maintained AOE SONIC POWER! I FREAKING HATE THIS POWER! GIMMIE A GADGET Maintained AOE SONIC POWER
For some reason during the FORCE Revamp. Hypervoice's repel were never adjusted by the DEVs like Wind Breath and Concussor Beam to have its Repel's distance Capped
Causing to repel all the targets OUT OF REACH, huge counter productive especially from the fact the range is already only 50 feet
