I've been thinking with the Anniversary coming up in a few more months what do i do with the free character slot? Then it hit me, during most events there is always talk about the server hamster dying, not being feed or just plain being neglected. And so i thought why not make a "Server Hamster". Powers would be slow, paralyze, root and stun. Cuz Lag Kills. Anyway, its just an idea at the moment but if anyone has a build they wouldn't mind sharing, i'll have a place to start. But if not then i guess i'll have to wing it. Thanks in advance .

Plenty of powersets have AoEs that can stun, which you prob should go for since they can be good at disabling trash while dealing decent dmg (other types of CC can last longer than stuns, but also break early to inc dmg), and potentially healing you (and allies) via Sentinel Mastery at lvl 40. That's prob the route I'd take for a solo CC build, since you can still put out decent dmg while CC'ing trash and being a boon in group content (esp vs. trash, but spec-related debuffs can also help vs. bosses). Here's one of many possible examples of that type of build (using mostly Sorc, in this case):

Not an early leveling build, ofc (can train in Eld Blast w/ Root adv early on and re-train out of it later, if needed). The extra power slots can be w/e ya want.
For single-targets, use Hex on cd and occasionally tap Sonic Arrow to help proc Manip, while Soul Beam is your main filler attack otherwise. For AoE, again you can keep Hex on cd, while using Skarn's Bane as your main attack. Sonic Arrow was added mainly so you have another ability that you can tap to proc Manip while using Soul Beam, but it can also be used to AoE CC mobs from afar, if desired (and to ground flying enemies via NttG). Gears mostly for Int, w/ some Con and Dex.
