Do these 2 power sub-sets work together and if so. How?

    They are both generally using the Paranormal dmg type, but beyond that there's not much synergy. You can still combine them generally as any two sets could, if you want different sets for different attack types (ex. AoE vs. single-target), or taking one set for the main attacks (likely TK) while the other provides more supporting/utility powers (or something more specific, like using one set's Blast or Combo power w/ Avenger's Preemptive Strike or Brawler's Setup to boost a stronger ranged_melee attack from the other set). They could also combine in this way for any of the three major roles, since those are mostly driven by more universal aspects (passives, specs, stats, role, gear, advs, etc.) and not a specific set

    It seems like you have a good bit of redundancy to the attacks in these builds. Using Vengeance w/ adv for spec debuffs is fine if you want to boost team dps, but then you'll mostly be using that for offense (wouldn't leave as much room for weaving in TK attacks, or other things). It's also a bit iffy to mix ranged and melee powers, esp in the 1st build where the melee attacks can't proc Conc as the toggle/form. Also, Spirit Reverb requires Fear to work, and I don't see a source for that in the 1st build (and non-Dimensional dmg won't proc the EU either). The 2nd build looks a bit more cohesive overall, but still seems a bit lacking in focus (though I am unclear as to its goals and/or the content it's aiming for).

    It prob would be simpler to build around TK being the main attacks, and just using Celestial for support, but you can switch the paradigm to a Vengeance-spam debuffer build and throwing some (ranged) TK for various utility (TK Shield, TK Wave's adv that pulls in mobs, TK Shards, TK Maelstrom, Mental Impact for Overpower, etc). The Devoid debuff (like from SBlast) would also be nice to have for Vengeance, if going that route.

    The character is a Personification of the zodiac (I have 13 Characters including the Snake Barer) The characters was originally the founder / Nemesis of the group. (Just so I do not have to make a new Nemesis for each of the 13 characters)

    The powers are Star/Celestial themed.
    5.0 was to be throwing Star/Celestial energy at targets and condensing the energy into the form of a sword. - DPS
    2.0 was the same as above but with Support.

    My playstyle is more towards DPS with Passive Support. Help team WHILE attacking target.

    IF you have a build suggestion O am open.

    Well, Sentinel Mastery can already heal by using powers like MStorm and Ego Sleep. You could also throw in Pillar of Poz (or Expulse) for a nuke + healing rune. The rest of the build can be a TK blades dps core, if desired. For example:

    (Ruthless in Arbiter spec should have 3pts instead of Rend, but the Planner is off there)

    In general, it uses MStorm, Sleep, and Pillar for healing and/or debuffs, while EBB is the main single-target attack, and EBF is the main AoE (and you prob want to charge Sleep when in AoE). Also gave you Iniquity as a backup ally heal, but that power could be changed for something else. The slotted passive could also be changed to something other than Ego Form, if desired. Gears mostly for Rec (for Fear Consumption and TK Reverb), w/ some Con (and maybe w/ some cost discount on gear).

    May make Inequity the last power for easy retrain and take either Celestial Conduit or Star Barrage as last power for "Being of the stars" theme power.

    Okay, well neither power is strictly needed here (since the main filler powers are already taken by the melee attacks), but you can pick either if you want a spam-able ranged attack (and/or heal, in Conduit's case). TK Barrage would work better w/ the build than Star Barrage (since it can proc the toggle/form and EU on its own, and either of its advs could be pretty nice here), but the latter could still potentially be okay if you're also throwing in Sleep and MStorm for the toggle/form and EU proc. Ultimately, it's up to you on what you want to do w/ that power slot, either way.
