[Cosmic Strike] Direct Damage includes AOE

Is it intended behavior for Cosmic Strike to progress on any type of Damage? Even AOE? Such as if you have Sparkstorm, Ball Lighting, each hit Progresses it. Making Cosmic Strike Terrible as your 'Big' Hit is just a little tiny hit from Ball Lighting.

    i think certain powers need to be individually tagged to not consume cosmic strike, such as will of the wisp. (this power currently can stack/consume cosmic strike, this should not be the case specifically because consuming cosmic strike with this power in ANY scenario is a waste.)
