Iirc, the Ray Gun deals Particle dmg (not Electric dmg), and if so then Superconductor won't debuff for it. The Elec powers also won't proc Unified Theory here, so I may consider a different setup to support the Ray Gun device.

Blinding Light and advantaged Parting Shot are a bit redundant; I would drop Parting Shot and save a couple advantage points.

Two superspeed variants limits your vertical movement, unless you also use a flight device.

In the posted build, the only Unified Theory trigger is the percent-chance Plasma Burn from the ray gun. An unlucky streak could cause energy to bottom-out, and you'll struggle to keep energy up while AoE'ing.

You do lose a bit of Ray Gun dps by running Electric Form over Targeting Computer, but electric AoE options could be worth the sacrifice depending on your build goals.

You could consider running Storm Summoner with Particle Storm for an AoE Unified Theory trigger. Combined with a toggled Sparkstorm, it can put out solid damage. I prefer to run that with an acrobatics variant to get a head-start on the toggle/maintain while jumping into a pack of enemies, but a superspeed variant can work fine if you prefer the F/X. Sparkstorm plus Electric Shield also lets your chip away at enemies while maintaining your block.

Gigabolt is another good reason to dip into the electric tree, as a strong alpha strike with an 8-second "cooldown". If you do opt for it, you might need to finesse your talents (and maybe take REC as a secondary superstat) to fire a full charge from resting equilibrium.

As Flow mentioned, I wouldn't bother with Superconductor unless it buffs your single-target damage. Mobs usually melt too quickly for a debuff to be worth the setup time.

To boost your boss damage, you could add one or more particle debuffs to your single-target rotation. A Chest Beam tap (Burn Through) is a nice way to guarantee Unified Theory; and since you're geared for EGO, a brief charge can offer some soft-control knockback. Particle Smash can detonate the Plasma Burn from the Ray Gun and Storm Summoner, and add Disintegrate.

If you want to fit in specific powers for theme/preference, you could drop some of the AoE bloat from my suggestions. Here's the retcon build, with powers in no particle-lar order:

Well, I would likely add back in Chest Beam to help debuff for the device, as Carrion had in his build. I'm also a bit iffy on taking both Lead Tempest and Storm Summoner, as they seem a bit redundant here in both being wide pbAoEs (Storm Summoner won't be buffed by Targeting Computer, while LT can't proc the EU on its own).

Since the newer build doesn't have much Elec in it anymore, I'm still a bit unclear on what sort of supporting powers you're looking for the device here (save prob for Chest Beam and Unified Theory or MSA). If you still want mostly Elec then I prob wouldn't stray too much from Carrion's version (unless you've changed your mind since the OP).

I'm leaning more towards tech now, specifically a space western gunslinger ie Star Wars

Okay, well I guess you can switch to mostly Ranged Tech then. Here's an example build, using some of your newer choices:

(Unnamed Build) - Freeform (Ranged Damage)
    v3.45:38

    Super Stats
    Level 6: Ego (Primary)
    Level 10: Endurance (Secondary)
    Level 15: Constitution (Secondary)

    Talents
    Level 1: The Scourge (Con: 10, Ego: 10, Rec: 10, End: 8)
    Level 6: Worldly (Ego: 5, Rec: 5)
Level 9: Amazing Stamina (Rec: 5, End: 5)
    Level 12: Daredevil (Ego: 5, End: 5)
Level 15: Quick Recovery (Con: 5, Rec: 5)
    Level 18: Ascetic (Con: 5, Ego: 5)
Level 21: Boundless Reserves (Con: 5, End: 5)

    Powers
    Level 1: Gunslinger
Level 1: Bullet Hail (Rank 2, Wall of Bullets)
    Level 6: Concentration
Level 8: Targeting Computer (Rank 2, Rank 3)
    Level 11: Unified Theory
    Level 14: Particle Wave (Illuminate)
    Level 17: Resurgence (Rank 2)
    Level 20: Two-Gun Mojo (Rank 2, Rank 3)
Level 23: Chest Beam (Rank 2)
Level 26: Toxic Nanites (Rank 2, Rank 3)
    Level 29: Conviction (Rank 2, Rank 3)
    Level 32: Blinding Light
Level 35: Energy Shield (Rank 2)
    Level 38: Thundering Return
    Adv. Points: 29/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Ego: Force of Will (2/2)
    Ego: Insight (3/3)
    Ego: Follow Through (3/3)
    Ego: Sixth Sense (2/3)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Mass Destruction (2/3)
    Guardian: Fortified Gear (3/3)
    Guardian: Ruthless (2/2)
    Guardian: Find the Mark (3/3)
    Guardian: The Best Defense (2/3)
    Mastery: Ego Mastery (1/1)

Particle Wave can help group up mobs in AoE (and proc Unified Theory), while Bullet Hail can be the main AoE attack. For single-targets, Chest Beam can be tapped for Burn Through and Unified Theory, while the Ray Gun device is the main attack. Toxic Nanites can be added on for some extra dmg, in general. Gears mostly for Ego, w/ some End and Con.
