Mini Mines/Particle Mine + Feral Rage

1. Mine powers can't crit... Description does not state that they are not supposed to crit, so I think they should be fixed
2. Feral Rage states that it should apply bleeds but in reality it does not do that

    I cannot repro feral rage not applying bleeds.
    What powers are you using?​​

    Tried it by using Massacre with Bloody Mess advantage. Just tested it a bit more and it seems like it's caused by a fully stacked Expose Weakness advantage from DEX/Rend from Arbiter/fully stacked Onslaught Gloves of the Slicer.
