Depends on your end game gear. You can go defense heavy and go distinguished for offense/defense. In which case you go with vindicator/guardian. Or you could go offense in which case justice, or healing in which case virtue.
Smoke Grenade at baseline is only a perception debuff, which prob isn't going to be that useful for PvE. It also seems odd to get R2 SMG and AR, but not invest more adv points into them. Here's a quick edit of it:

I tried to keep most of the powers the same here. I went w/ Desperate Shot over Holdout Shot here just cause it can reach past 50ft. Gatling can be used for long-range AoE, and SMG for close-up AoE (and for its dmg shield). For single-targets, Desperate Shot can apply/refresh Frail Armor, SMG can initially put up 3x Furious, taps of Gatling can refresh Furious, and AR is your main attack otherwise (if you want an easier rotation, then you can just take R3 AR and drop the management of Furious stacks). Sniper Rifle can be used as an opener and/or as a 120ft dps tool. Gears mostly for Ego, and some Rec.
