Green tier limited use devices, like Hunter-Patriot Incendiary Grenades, are showing Gold rarity effects now when they drop.
Don't get your hopes up for Rieng of Frogs. I've done that mission ca. 400 times since Janusary 2022(!) and neither the Gadroon Armor nor Gadron Mercenary Contract have ever dropped (wondering if they do actually still drop), just one of the Alien Organic Knives and one of the Bright Presence Auras. I do have over 1000 previous Pressure Defense 3 Mods.
RNG is RNG. I know the Merc Contract drops, as I got one 2 years ago. Relatively sure the chest armor drops as someone linked it in a chat channel middle of last year, so that was before this vendor.
Many years ago, I seemed to be quite lucky in getting the Redeye laser pistol costume unlock to drop from the Bullet Bound for Biselle Millennium City Open mission. Last tally was 23 total drops for me. So, back then, I used to help others looking for the drop and if I got it, I'd give it to them.

And ..., as RNG would have it. I got both the Merc Contract AND the Gadroon armor within 2 weeks of each other, after ca. 430 Reign of Frogs runs. Over the course of that periond I gathered 1065 r3 Pressure Defense mods (wow!) and earned 2801 Gs from selling the various gear and costume drops, 63 10% catalysts, 87 7%, 44 5% and 4 Safeuards, along with various other mods.
