  I assume w/ IBlast's Frost Bite adv, that you'll be getting the newer adv on Icicle Spear that boosts its dmg w/ Chill stacks (since it's not on the HC planner atm). Anyways, the build generally looks okay. You may want to get the interrupt adv if keeping Ice Cage (can take out the Accel Metab and Freezer Burn advs for it, and/or de-rank the lesser-used travel power). Another option is to get Ice Sheath instead, since Chill stacks increase its crit severity bonus, or maybe get Fire's Rimefire Burst if keeping Ice Spear's Freezer Burn.

  Looks like a fine build. A couple options you could consider. I usually find Guardian's Find the Mark specialization difficult to keep up without using maintains or rapid taps. You could switch from using Guardian to using Avenger. Avenger's Preemptive Strike works very nicely when rotating between your Blast and Icicle Spear. Another option could be to use Overseer with Trapped.
  
  I tweaked the build below and removed Ice Cage for Ice Burst with the new Cold Drift advantage to pair with Avalanche and Serrated Shards. Ice Burst/Ice Cage could be swapped out for Wall of Ice as well. I think you'll get more bang for your buck with either Ice Burst or Wall of Ice.

  Yea, that build can be okay for the rifle device, and if you don't mind Ice Burst's 50ft range limit (could take Wall of Ice instead if you want to use the rifle at a longer range w/ it).
