My new Elec Tank

Well, your build isn't possible atm because it lacks an energy builder, so you'd have to give up one power at least, and even then I'd be wary about skipping on LArc for single-targets, or taking Sparkstrom but not investing any points into it. Anyways, there's a few good ways to make an Elec tank now, and depending a bit on how you want to play and/or what content you are doing (Elec Shield's Vengeance adv + Sparkstorm's toggle adv allows you to deal decent dmg and threat while blocking and up-close, but is a bit different in setup and play-style from a more standard Elec build). Here's an example of a basic Elec tank, as a quick reference:

    (Unnamed Build) - Freeform (Tank)
    v3.45:38

    Super Stats
    Level 6: Constitution (Primary)
    Level 10: Endurance (Secondary)
    Level 15: Dexterity (Secondary)

    Talents
    Level 1: The Chiller (Dex: 10, Con: 10, Rec: 8, End: 10)
Level 6: Amazing Stamina (Rec: 5, End: 5)
Level 9: Quick Recovery (Con: 5, Rec: 5)
Level 12: Boundless Reserves (Con: 5, End: 5)
    Level 15: Impresario (Dex: 5, Rec: 5)
    Level 18: Accurate (Dex: 5, End: 5)
    Level 21: Acrobat (Dex: 5, Con: 5)

    Powers
    Level 1: Electric Bolt
    Level 1: Chain Lightning (Superconductor)
    Level 6: Power Source
    Level 8: Defiance (Rank 2, Rank 3)
    Level 11: Ionic Reverberation
Level 14: Ball Lightning (Triplicity, Supercharged)
    Level 17: Resurgence (Rank 2)
Level 20: Lightning Arc (Rank 2, Rank 3, Challenge!)
Level 23: Lightning Storm (Rank 2, Challenge!)
Level 26: Endorphin Rush (Rank 2, Rank 3)
Level 29: Electric Shield (Rank 2, Rank 3)
    Level 32: Thunderstrike (Recharge)
    Level 35:
    Level 38:
    Adv. Points: 29/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Constitution: Unyielding (1/2)
    Constitution: Fuel My Fire (3/3)
    Constitution: Resilient (2/2)
    Constitution: Adrenaline Rush (2/2)
    Constitution: Armored (2/2)
    Guardian: Fortified Gear (3/3)
    Guardian: Ruthless (2/2)
    Guardian: Find the Mark (3/3)
    Guardian: The Best Defense (2/3)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Mass Destruction (2/3)
    Mastery: Constitution Mastery (1/1)

The last 2-3 powers can be w/e ya want.

It keeps Ball Lit up in general, while LArc is the main single-target attack (and Chain Lit can initially apply Superconductor), and LStorm is the main AoE attack. Elec Siphon is a decent healing alternative, though keep in mind that you have to be w/in 25ft of a target w/ NI for it to work. Gears mostly for Con, w/ some End (and some cost discount on gear).

Also, Dex SS could be replaced w/ Rec SS here if you are having some energy issues, and you could take Protector spec and/or Sentry spec instead if you want a more defensive focus overall. You could also take Invuln instead of Defiance, if desired.

I really recommend getting Spark Storm with the Electric Personality adv. Most of your time tanking will be up close and personal and that's a handy power in those circumstances.

Now, the elephant in the room is the lack of easy to gather electricity mods (Right Eye of the Sapphire Dragon). For some malevolent reason that the devs won't discuss, the only place you can get them is from the Hi Pan alerts (no, you can't get them from either the gcr/scr vendor or from the Hi Pan Reprint vendor). So, if you want a rank 7 mod, be prepared to run tha alert ca. 300 times! Since it is only available ca. 7 weeks out of the year, you only have to run that alert ca. 43 times each time it comes around, which means you need at least 6 characters who can queue for it each day. Good luck!

Yea, you could stick Sparkstorm w/ the toggle adv (and Challenge) in one of the open slots in my build- it'd be good esp for content where you're blocking often. I don't think that it'll matter too much if they can't get the Elec dmg utility mod, though. The extra dmg/threat can be nice, but Elec has good threat potential (esp when blocking) as is, and you may want to save such a mod for a committed Elec dps build anyways (esp if they are a pain to get).

I've got as far as making the first suggestion and doing trial runs. I have absorbed the whole build but instead of Endorphin Rush which I tried I found that I am comfortable with Electrical Siphon, I might be not seeing something I don't know but I can heal people.
The Spark Storm toggle thing I will look at tomorrow to see if it plays more to my style.

Thanks guys for your input, the concept is improving.
