Winter Event
  • Added Crystal Auras to the event store.



Misc
  • Fixed an issue where the power Strikes and Takeoff Flight costume transformations account versions were not unlocking properly.



Powers
Wall of Ice
  • Fixed a bug where the Chill chance per rank wasn't scaling.


Ice Shield
  • New Advantage (1): Applies a small resistance bonus after blocking. Applies Cold Snap effect.


Frost Breath
  • New Advantage (2): Applies a scaling shield as you maintain the power.


Avalanche
  • New Advantage (2): Expires any Chill effects on the target and heals you for any removed.


Ice Burst
  • New Advantage (2): Creates a Healing Rune at the primary target.


Thrash/Devour Essence
  • Adjusted the way the advantage applies the damage boosts. It now applies a flat bonus if you are above 50% health, and additional bonus damage based on maintaining the power.


Crashing Wave Kick/Glance/Brute Strike/Swift Strike/Head Butt/Rifle Butt/Pistol Whip/Feint/Ego Blade Astonish
  • New Advantage (2): Interrupts the target instead of stunning them.


Feint
  • Fixed an issue where the animation and activation time weren't lining up.


Skewer
  • New Advantage (1): Changes damage type to Slashing.


Glacier
  • The Diminishing Return effects have been corrected on this archetype.

    Bug: Freeze Dry advantage on Snow Storm
    Where it happens: PTS
    What happens: Freeze Dry advantage on Snow Storm appears to be set to too low? It is only 5.8 seconds (Ranged Role) as opposed to the standard 9.7 second duration Rank 1 paralyzes have in Ranged Role. Please amend.


    Just to be clear:

    Hybrid Role nets 7 seconds.
    Support Role nets 8.8 seconds.

    This is woefully underpowered for a paralyze like this where they are normally within the range of:

    10/14/17 seconds in Hybrid Role for paralyzes

    Loving the new selection of interrupt options as advantages on stuns. Great move for build flavor and power progression if it's one of your early filler picks.

    For anyone wondering about the new Ice Shield advantage, it 10% on the normal resistance layer. Good for Glacier. Scaling shield on Ice Breath advantage is also a welcome piece of kit.

    Great to see Skewer receive a Slashing adv. This allows it to fit both theme and function with SB as a an area thrust attack.

    Suggestion
    Ice Barrier Rune
    As an intended alternative to Unbreakable, consider making the Healing Rune on Ice Barrier operate like Bad Sector - Analyze Weakness as a ramping self-shielding rune instead.

    Unbreakable - As is:
    • Full shield on activation, self-refreshing
    • Full mobility, allowing any reposition
    • No resistance bonus, making it possible to be spiked through the shield by large hits
    Ice Barrier - Personal shield rune:
    • Ramping shield, self-refreshing
    • Limited mobility, must anchor to Rune & Ice Structures
    • High but brief resistance bonus before Ice Structures are inevitably destroyed by mobs/player

    That feels like a very meaningful choice for a tank to have to make, with neither being strictly worse than the other. Currently, unless a player as a very substantial +Healing bonus, the healing rune is doing little for them. If the healing rune must stay, the shielding rune conversion could be a 1-pt or 2-pt advantage instead.


    Bug
    Wall of Ice - Ranks 1, 2, 3, Sharp Edges
    Ranges 0'-50':
    • Creates Ice Cage on target
    • Applies "Ice Cage" debuff on target
    • Applies "Rooted" debuff (with ice-themed icon); immune targets instantly break and gain root resist as expected
    • Near-0% chance to apply Chilled/Bleed; perhaps 5%, but low enough to almost never apply
    • Occasionally applies 2 stacks of "Ice Cage" and "Rooted" debuffs; perhaps a race condition?
    Ranges 51'-100':
    • Does not create Ice Cage on target
    • Does not apply "Ice Cage" debuff
    • Does not apply "Rooted" debuff
    • Reliably applies Chilled/Bleed at rank-appropriate rates

    I hope this helps narrow down what's going on with Wall of Ice. It took a lot of banging my head against a wall trying to figure out why its behavior was unpredictable before I realized that two targets were taking it differently. One near, one far.

    ... oh
    So no Restoration ADV at all, and ice having only restoration on a 1 minute threat wipe! This doesn't look good neither gives more restoration options for moderated long CD power

    As much I like runes, ON HEALERS, DPS don't really benefit from their to recover due to the way they scale!
    89 Healing over time won't help you survive

    I guess I'm stuck using Telekinetic Maelstrom as an Ice-looking themed power to apply restoration!
    Unless Ice gets a reskin of this power

    Granded you gave a self healing adv with Avalanche that is super effective when you fight multiple enemies, but against single target bosses it's not as good as a Restoration DOT
    Avalanche

    So exact copy of the Shade Storm's adv, when Shade Storm itself is a reskin of Avalanche :/

    Where Darkness's fear is only utilized by the EU and Ebon Ruin's DPS optimization
    Ice needs Chilled stacks everywhere so getting them consumed is kind of a big deal

    Nice, but really, really, really need interrupt advantages on more ranged powers.

    Wait a minute, No Hard Frost Refresh adv for the the Snow Storm rotation?
    So DPS who go with Snow Storm route instead of Ice Blast get stuck on having to full maintain the power every time huh?

    That's a huge gap with the way ENDGAME Normalize range DPS to have a Debuff refresher

    The chances for Chill stacks from Snow storm itself on rank 2 is pretty bad!

    Giving the GRACIER AT Overseer is absolutely experimental but Overseer is a DPS-Support spec, not TANK-Support that a Tank AT needs!

    The 3-point "I swear it's not a nerf if you can get more DPS at, like, five places in the game you only ever go through once a character" adv for Thrash and Devour Essence was already weak, I'm not sure why it needed to be nerfed further by shaving off 6% from that 66% and making it need a full maintain rather than a partial maintain except to drive home the point that between the Thrash/DE nerf and the Glacier spec nerf this is a "no tanks allowed" patch. Why specifically Glacier needs to be burnt at the stake and Thrash+DE needed to be nerfed so badly that it does less damage, as a melee power, than all our traditional single-target ranged maintains, defying the whole "melee needs to deal 2k-3k more DPS than ranged" rule, unless 300 points of healing a second is really so massive that the universal mixed displeasure and disinterest for the initial version of the nerf-and-faux-adv was worth doubling down by making it even harder to use when you have to block every literally-two-seconds, still keeping the "this power just breaks at 50% health," still keeping it stuck at 3 adv points, and dropping a small fraction of damage off of it when it's in a horrible state now.

    Like, I get that you want tanks to be unable to use it, but could you at least not make it unusable for everyone else above level 10 too?

    And still, Overseer Glacier is a direct nerf to an already middling tank with good utility that's now losing much of that utility and taking a huge blow to its already-poor no-soak no-aura cosmic tanking capabilities. Is this just the "okay, we've decided that tanks aren't allowed to play" patch?
