ICE DPS build around Shatter

  Shatter is more for burst AoE dmg, if anything. In that vein, it can't replace something like Icicle Spear that well. You can still utilize Shatter for AoE, though. You'll prob want fast ways to build Chill in AoE (like Frostbreath w/ adv) and access to Cold Snap (Ice Form and Ice Sheath can help w/ that) and/or Ice Objects (Ice Cage or Ice Burst are easy ones). Here's an example build that still has Ice Spear for single-targets:

  Frost Breath can apply and refresh stacks of Chill on tap, while Ice Blast can be used for Hard Frost on single-targets, and Icicle Spear is the main ST filler attack. You can use Frost Breath's Chill, Cold Snap, and/or Ice Cage to help setup for Shatter dmg. Gears mostly for Ego, w/ some End and Con.

  There's a player, forget his game name, that says he tops scoreboards and does killer dps in Therakiels Temple runs with: Ice Form, Ice Blast + Hard Frost adv, and Shatter (unknown if he uses r3 or r2+adv).
  
  He espouses dropping Ice Spear and just do the above. Plus, I'm sure some basic other Ice powers, but that's just assuming.
  
  I did a little testing and yeah, can get some good numbers. However, Ice Spear is single target and Shatter is a 50', 180 degree cone power. Not exactly something to use when you need to be concerned about what that might hit. And, damage is pretty meh if no targets have Chill or an Ice Object on them.​​

  Yea, the dmg from Shatter can indeed be good, and its wide reach def helps w/ sweeping through trash, but it does take notable building up each time for good hits, and Ice already has a strong dps AoE out of the gate w/ Avalanche. I'd still keep ice Spear, regardless.
