Toggleable Mob Invisibility Device

The title is pretty self-explanatory, but this device would be similar in functionality to the Fun Nullifier devices you can pick up at Club Caprice and the Minefield respectively. Now in Canada and the Desert, you're pretty safe since the max mob levels in those zones are usually 20-30/35-ish, but since making Vibora Bay accessible to all (if you've run Vibora Bay Apocalypse once on at least one character) you're unable to utilize the various locales like parks, cemeteries, mansions, that one area with the giant stone stage where you go to access Taffy Winters' crypt missions, or even the several tennis courts to your RP advantage because in VB, you're within level range of the mobs so they will attack you.
The creation of a device like this will allow for VB to be slightly more populated (in my opinion at least) since its the only other "city zone" we have in-game. The trade-off to a device like this would be that your powers are temporarily disabled while its on, that way players can't use it as an exploit of any kind when it comes to leveling or anything like that.
I'm mainly spitballing here because I do see a lot of great, if not decent, locations that can be used for RP in Vibora besides the Dog Pound and Crimson Lounge, but can't be used because mobs swarm these areas and will absolutely slaughter you because VB factions attack in large numbers.
