  Unfortunately you currently can't get it anymore, the item was originally from the old crafting system. Unless someone still has one of the legacy items and is willing to sell it, you just can't unlock that skin. Hopefully one day the devs will add these old skins back into the game somehow, but they've neglected to do so for so long, so who really knows.

  It makes sense, if you don't think about it.
