I have this gear:

3 int armoring 7's, 3 int enhancement 6's, 4 gambler's lucks 7's, 2 impact prism 7's full set of cosmic secondaries, 2 justice, and distinguished helmet

This is the build I have, is there any way to optimize it to go with my gear more?

Well, you can always replace Con SS w/ Dex SS if you are comfortable w/ losing some maxHP for a bit more crit% (you can also just use mods for more maxHP).

Anyways, I assume that you're currently alternating between Lightspeed Strike and Lumi Slash for single-target dps? Although that rotation is def easier on energy overall and can still perform fine, the best LS dps comes from mostly just using Lumi Slash w/ very high energy and its End of the Line adv (w/ Disintegrate and 5xPBurn still running). Unfortunately, Lumi Slash can't proc LS's toggle/form or EU at baseline, so this more ideal rotation will prob be even trickier to pull off in this build and stat setup. It's up to you if you want to try to pursue something like that, or you can just stick w/ this setup that's much easier to work around (you could also just try aiming to have high enough energy to make Lumi Slash's special adv to work out for you now, and that adv can also refresh Download from the lunge). You could also consider taking Warden Mastery if using the combo often for the current setup.

LS's Ult is another power option to consider, as are taps of Chest Beam (to add another Particle dmg debuff). Another power option is Particle Smash, which can put up Disintegrate on targets w/ PBurn, and then you could take the combo to R3 for the current setup. Regardless, if you wanted to replace any of your current powers, then I'd prob drop the AO first here.

How's this look to you? and thanks for the quick response!

Hm, I'm a bit confused that you removed your combo (Lightspeed Strike) here, and yet still kept Brawler's Setup and Warden's Slaughter. Did you plan on changing the rotation? Unless you planned on more drastic changes, I'd prob stick to the setup that still uses the combo w/ Brawler's Setup, but you could still keep some of the other smaller modifications. For example:

Cybertronic Spree II - Freeform (Melee Damage)
    v3.44:37

    Super Stats
    Level 6: Intelligence (Primary)
    Level 10: Endurance (Secondary)
    Level 15: Dexterity (Secondary)

    Talents
    Level 1: The Glacier (Dex: 8, Con: 10, Int: 10, End: 10)
    Level 6: Negotiator (Int: 5, Rec: 5)
Level 9: Amazing Stamina (Rec: 5, End: 5)
    Level 12: Investigator (Int: 5, End: 5)
Level 15: Quick Recovery (Con: 5, Rec: 5)
Level 18: Healthy Mind (Con: 5, Int: 5)
Level 21: Boundless Reserves (Con: 5, End: 5)

    Powers
    Level 1: Laser Edge
Level 1: Lightspeed Strike (Rank 2, Rank 3)
    Level 6: Particle Accelerator
Level 8: Quantum Stabilizer (Rank 2, Rank 3)
Level 11: Lightwave Slash (Rank 2, Light Mend)
    Level 14: Unified Theory
    Level 17: Resurgence (Rank 2)
    Level 20: Particle Wave (Illuminate)
Level 23: Particle Smash (Null Value)
Level 26: Luminescent Slash (Rank 2, End of the Line)
    Level 29: Lightspeed Dash (Download)
    Level 32: Conviction (Rank 2, Rank 3)
Level 35: Laser Deflection (Rank 2, Rank 3)
    Level 38: Thundering Return
    Adv. Points: 34/36

    Travel Powers
Level 6: Light Speed (Rank 2, Rank 3)
    Level 35: Stoic Flight

    Specializations
    Intelligence: Preparation (2/2)
    Intelligence: Enlightened (3/3)
    Intelligence: Detect Vulnerability (3/3)
    Intelligence: Expertise (2/2)
    Warden: Slaughter (3/3)
    Warden: Ruthless (2/2)
    Warden: Upper Hand (2/3)
    Warden: The Best Defense (3/3)
Brawler: The Glory of Battle (1/3)
    Brawler: Penetrating Strikes (2/2)
    Brawler: Ruthless (2/2)
    Brawler: Setup (2/2)
    Brawler: Flanking (3/3)
    Mastery: Warden Mastery (1/1)

.. And you can always switch back to R3 on Lumi Slash if you find that you can't often satisfy End of the Line's energy requirements.
