The open power slots can be w/e ya want.
Straight Shot can put up Download, while charges of it can also apply and refresh Armor Piercing (for Rapid Shots, mainly). Otherwise, Rapid Shots can be your main single-target attack, and Storm of Arrows can be your main AoE. You can choose between R3 or the special adv on Rapid Shots, depending upon whether you want mobility or more dmg from it. You can also get R3 or the special adv on the Ult, depending on whether you want the CC aspects for solo or Overpower for allies. R3 on Storm of Arrows can also be taken (instead of the Root adv), if you just want more base dmg from it. Either Torrent of Arrows or Explosive Arrow could also be chosen as your main AoE (instead of Storm of Arrows), if desired. Regardless, the build gears mostly for Int, w/ some Con and End.
If you find that you have enough energy w/ better gear, then you can also trade End SS for Dex SS for a minor dps boost.

EDIT: Just got off PST testing this wearing a set of heroic primaries + OSV secondaries (just R5 INT mods in everything) and energy was phenomenally good. Crit chance is acceptable and severity is low, but of course that goes for most INT builds. Which is fine considering Detect vuln. I also switched out Prep for Tactician in the INT spec tree

Did you get a chance to try it out on the PTS? and im thinking frag grenade for "utility belt" feel.
not the stuff in my 2nd post, but the over all build itself worked excellent (I edited the first post description earlier). As for the others, I just got around to looking at the in game descriptions and annoyingly enough, they're ALL 50' powers. So basically if you want Armor Piercing (and you definitely do) without having to use a full charge to apply it, your build is essentially going to be a 50' range build. Otherwise you're stuck having to make fully charged Straight Shots a regular part of your rotation in order to stay with a 100' range build. And doing that takes more time away from your main attack, which means less DPS.
There's only one way to keep a 100' build without having to constantly charge Straight Shot in your rotation and that's to toss away one of your powers (and 2 adv points) and take something that can refresh AP with just a tap. Like Snap Shot with Frail Armor adv. That way you can open with 1 Straight Shot to apply AP, start your Rapid Shots maintain, and rotate 1 tap of Snap Shot (w/ Frail Armor) to refresh. It was my build, I'd drop Toxic Nanites with R2 in order to fit that in.
Option 2: Use a 50' Munitions power (bearing in mind only Frag and Shotgun advantages apply AND refresh AP. SMB and Bullet hail only refresh it) and deal with the range discrepancy. This will allow faster applying and refreshing of AP, but only within 50' range.
Option 3: Just stick with full charges of Straight Shot and accept the DPS loss due to extra time taken away from Rapid Shots maintains.
Additional stuff: I'm mostly referring to stuff where DPS really matters when talking about any of the above, like Cosmics. Without actually parsing all of these choices I tend to think that opening with Straight Shot and then going into Rapid Shots with Snap Shot tap refreshes are going to give the most DPS on a 100' range build. Obviously if Armor Piercing drops off for whatever reason you'll need to Straight Shot again. And speaking of stuff like Cosmics, if you use any cone powers doing Qwyjibo, those can have an annoying tendency to hit one of his hearts unless you park right up his butt along with the melee folks. 3 of those munitions powers are cones. I also only tested the original build I posted on PTS so I have no idea what energy is like with any of the alternative suggestions. Prob fine, but I'm not sure.
