I don't see much point in taking both Reaper's Embrace and Eviscerate. Charged Eviscerate's rupture effect puts up Deep Wounds, but also prevents applying bleeds for the duration, and there's also no real need to use taps of Evis to refresh bleeds and Shredded when you're doing a normal rotation of building bleeds and then rupturing them w/ REmbrace. I'm also a bit unsure of taking Supernatural Power as the EU when it won't work w/ any SB powers that you happen to take (here, w/ RE). It's prob worth testing in the PH/PTS to make sure energy will be smooth when using RE in the rotation w/ this setup.

I'd also advise against getting >1 AO, since AOs now all share the same cd. I'd prob also take 2 points in Mass Destruction in Vind spec (instead of Offensive Expertise), or maybe take Modified Gear if using a gear set w/ a large Offense bonus. You may also want to get R3 in the block enhancer (can take a rank off of any AO for it), since this build is a bit of a glass cannon. I also assume that Dex is going to be your main stat here, since you took FotS as the toggle/form.

Feral Rage isn't that great of an Ult, since it puts any AD and AO on their shared cd, and also expires your toggle/form stacks at the end. I'd prob skip it here. Also, I prob wouldn't build around Eviscerate as your rupture ability (vs. RE). If you want to keep it all in Bestial, then you can just use Massacre (or Thrash), and keep taps of Evis (w/ adv) in there to quickly refresh bleeds & Shredded and proc FotS (since Massacre and Thrash can't do that innately).

The only other thing to consider is that Shred's bleed chance won't be as high if using FotS or FotTempest (vs. AotB or Enrage). It's not quite as big of a deal when using Massacre or Thrash (more bleed stacks is nice there overall for sustained dmg, and you need at least one bleed for Massacre's Bloody Mess adv), but it is if you're doing a rupture-based rotation. Regardless, here's an example edit of the build w/ Massacre:

Puma II - Freeform (Melee Damage)
    v3.44:37

    Super Stats
    Level 6: Strength (Primary)
    Level 10: Dexterity (Secondary)
    Level 15: Endurance (Secondary)

    Talents
    Level 1: The Penitent (Str: 10, Dex: 10, Rec: 8, End: 10)
    Level 6: Bodybuilder (Str: 5, End: 5)
Level 9: Martial Focus (Str: 5, Dex: 5)
    Level 12: Accurate (Dex: 5, End: 5)
    Level 15: Relentless (Str: 5, Rec: 5)
    Level 18: Impresario (Dex: 5, Rec: 5)
Level 21: Amazing Stamina (Rec: 5, End: 5)

    Powers
    Level 1: Bestial Fury
Level 1: Shred (Rank 2, Penetrating Strikes)
    Level 6: Supernatural Power
    Level 8: Unstoppable (Rank 2, Rank 3)
Level 11: Form of the Swordsman
Level 14: Lacerating Cyclone (Rank 2, Vortex Technique)
    Level 17: Resurgence (Rank 2)
Level 20: Massacre (Rank 2, Bloody Mess)
    Level 23: Eviscerate (Messy)
    Level 26: Conviction (Rank 2, Rank 3)
    Level 29: Pounce (Furious Rush)
Level 32: Energy Shield (Rank 2, Rank 3)
    Level 35:
    Level 38:
    Adv. Points: 32/36

    Travel Powers
    Level 6: Acrobatics (Rank 2, Rank 3)
    Level 35: Jet Boots

    Specializations
    Strength: Swole (2/3)
    Strength: Physical Peak (3/3)
    Strength: Brutality (2/2)
    Strength: Overpower (3/3)
    Warden: Fortified Gear (3/3)
    Warden: Ruthless (2/2)
    Warden: Upper Hand (2/3)
    Warden: The Best Defense (3/3)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Mass Destruction (2/3)
    Mastery: Strength Mastery (1/1)

The last few powers can be w/e ya want (threat wipe, self-res, a different Ult, an AO, another CC, etc).

For single-targets, it puts up bleed(s) and Shredded w/ Shred, uses Massacre as its main attack, and weaves in taps of Evis to refresh both debuffs and proc FotS. Lacerating Cyclone can sill be the main AoE, although Shred also has a cleave component.
What are your thoughts on Form of the Tempest?
FotTempest works for any dps build that uses Dex, but is also innately rng-based. If you have enough bleed sources then FotS is still good, but FotTempest can also potentially be fine. Otherwise, you may want to switch to AotB (still uses bleeds) or Enrage (if using Massacre and keeping Lacerating Cyclone) + a Str-focus instead, for the boost to Shred's bleed chance.
